III. Evaluation Results A. Bidder #1 Youth Advocate Programs, Inc.
The Evaluation Team determined that Youth Advocate Programs, Inc. based on a score of 116, did meet the requirements of this RFP. This determination was accomplished by evaluating their responses to the Technical Evaluation Criteria.
1. Experience and Qualifications- Category A Score 13/15
The evaluation team determined that overall, the responses were mostly satisfactory, but the following deficiencies were noted:
(-1) There is a lack of details in the outcome data. For the 8 contracts listed, 3 contracts had no outcomes required and 3 contracts had no outcome data due to no participants being discharged. The contracts that are listed were very recent contracts and so outcome data is difficult to show.
(-1) There is a lack of details on what steps Youth Advocate Programs, Inc. (YAP) will specifically take with reluctant parents.
2. Delivery Capability- Category B Score 36/40
The evaluation team determined that overall, the responses were mostly satisfactory, but the following deficiencies were noted:
(-2) In the proposal there are no details regarding what forms of transportation will be used to ensure visits are completed. Also noted there is nothing mentioned regarding car seats. Clarification was sought in this area and the response indicates that workers will utilize their own vehicles for transportation. Car seat accomodations were mentioned, but no details were provided on how they would be obtained and made available if needed.
(-2) There is a lack of information on where visits will occur. YAP’s office is in Mt Pleasant, so that would not be a feasible option. Visits should occur in the community whenever possible, but no locations are mentioned. Clarification was requested in this area. YAP responded that the intention is to have visits in participant’s homes, however a community location may be designated. There were no specific locations mentioned as potential sites for visits.
3. Service Capability and Understanding – Category C Score 37/40
The evaluation team determined that overall, the responses were mostly satisfactory, but the following deficiencies were noted:
(-3) The list of agencies is not updated, some of these agencies no longer exist and others have changed names.
4. Instructions for Bidders and Vendor Questions Worksheet (VQW) - Category D (condensed RFP) Score 30/30
The evaluation team determined that overall, the responses were satisfactory.
B. Bidder #2 Rian Ryelee Foundation Rian Ryelee Foundation’s proposal is determined to be unresponsive due to attaching the wrong RFP. The proposal is disqualified and will not be evaluated.
