Vendors must utilize the Statement of Objective below to develop its proposal.

STATEMENT OF OBJECTIVES

Oman, Muscat

1. Purpose: The U.S. Embassy in Oman seeks to host it’s 2026 Independence Day (National Day) Celebration. This statement of objective is written to request a proposal from contractors on options to make the event successful.

2. Scope: This event includes but is not limited to a ballroom, event planning and coordination, catering services, and security arrangements, and any other necessary arrangements to ensure a successful reception.

3. Period and Place of Performance: The event is scheduled for 29 April 2026. The specific location is tentative, as it will be determined by the selected contractor.

4. Background: The 4th of July celebration is a significant event for the U.S. Embassy, symbolizing

American independence and fostering strong diplomatic ties with Oman. The event serves as an opportunity to engage with local government officials, business leaders, members of the diplomatic community, and U.S. citizens residing in Oman.

This year’s celebration, commemorating the 250th anniversary of the United States, will feature the theme “ America 250 Onward”, highlighting American leadership in space, technology, and innovation and emphasizing the shared U.S.-Oman future. The event will include themed décor, live entertainment by the U.S. Air Force Central Band, American-inspired cuisine, and interactive activities (simulators, AR/VR experiences, hands-on demos) designed to create a memorable and engaging experience for attendees.

5. Performance Objectives (Required Results):

a) Venue Requirements:

The venue must be able to support an innovative, technology-driven National Day event that aligns with the theme “Onward”

Minimum venue capabilities should include:

• Sufficient indoor event spaces to accommodate up to 1000 guests, staging, seating, exhibitions, and interactive zones.

• Flexible floor plan to allow for immersive installations (AR/VR zones, interactive simulators, and projection mapping)

• Designated areas for filming, content capture, and live broadcasting.

• Dedicated load-in/load-out routes for large equipment, production infrastructure, and staging materials.

• Adequate power distribution across all zones, with backup power options.

• Climate-controlled indoor spaces suitable for high-tech equipment.

• Stage, lighting, projection screen(s), and sound system capable of supporting a live band performance and thematic visuals.

• VIP reception space or holding room for performers, dignitaries, or media.

• Separate dining area for ROP guests

b) Catering Requirements:

• Customizable menus accommodating dietary restrictions (halal, vegetarian, gluten-free, etc.).

• Sufficient catering staff to support the expected number of guests.

• Set-up and breakdown support for all F&B service areas.

• Option for branded or thematic dessert elements (e.g., “future-themed” edible designs).

c) Technical Requirements:

The venue must be able to support advanced production technologies tied to the futuristic theme:

• High-capacity electrical infrastructure for lighting rigs, LED screens, projection mapping, AR/VR booths, and audio equipment.

d) Additional Services:

• Dedicated onsite event coordinator and technical liaison.

• Security staff to support crowd management and VIP escorting.

• Parking area and/or valet services for guests and vendors.

• Waste management services suited for high-traffic events.

• Availability of housekeeping/cleaning crews throughout the event.

• Accessibility support (ramps, elevators, designated seating, etc.).

e) Any Operating Constraints:

The following constraints must be considered by all responding hotels/venues:

• Event theme alignment: All setups, decor, layouts, and lighting concepts must support the theme

“Onward”

• Time restrictions: Setup and breakdown times must fall within venue operational guidelines and cannot conflict with other scheduled events.

• Noise restrictions: Any loud technical rehearsals, DJ sound checks must comply with local regulations.

• Spatial constraints: Certain installations (projection mapping, AR/VR) require specific dimensions and cannot be scaled down beyond minimum operational needs.

• Venue infrastructure limits: Any venue unable to support the technical or thematic requirements must clearly identify limitations in their proposal.

f) Venue Support Requirements — Summary Table

The following components—video production, DJ services, stage and live music support, AR/VR experiences, projection mapping, and the drone show—will be outsourced by the U.S. Embassy to specialized contractors. Each of these activities requires specific venue infrastructure and technical support to ensure safe and successful execution.

The table below outlines the minimum support requirements that must be available at the venue for these outsourced contractors to perform their work. Offerors shall clearly indicate in their proposal whether their venue can fully support each requirement. If the venue is capable of directly providing any of these items or services, this capability must also be stated in the proposal.
