E. Evaluation and Award

1. Completeness: If a response to the RFP is incomplete or otherwise fails to conform to the requirements of the RFP, City alone will determine whether the variance is so significant as to render the Offer’s proposal non-responsive, or whether the variance may be cured by the Offeror or waived by the City, such that the response to the RFP may be considered for award.

2. Ambiguity: Any ambiguity in the response to the RFP as a result of omission, error, lack of clarity or non-compliance by the Offeror with specifications, instructions and all conditions shall be construed in the favor of the City. In the event of a conflict between these standard RFP requirements and details provided in Appendices A & B, the Appendices shall prevail.

Project Wayfinding Guidelines Buda, Texas

Introduction

The wayfinding guidelines provide standards for wayfinding signage design for the City of Buda. The goals of the wayfinding guidelines are to create a robust signage system capable of addressing wayfinding needs while extending the city identity. The wayfinding guidelines prioritize maintenance and ease of fabrication while also establishing a system that can expand as the city grows.

This document sets the guiding principles that serve as the goals for the wayfinding program.

This guidance has informed material selection, message hierarchy, and design elements. Diagrams, sign types, and fabrication specifications are included to ensure that the system is implemented as intended.

All wayfinding signage is subject to review and approval by City of Buda Destination Services.

System Principles and Overview These guiding principles unify the design and development of all City of Buda signage.

Support a Welcoming Environment The signage guidelines establish a unified system that enhances the daily experience of the City of Buda, rein-forces its timeless character, improves wayfinding, and minimizes visual clutter. Signage upgrades will occur over time. As signage is replaced, project managers should consider how a new sign interacts with other existing signage around it. In some cases, it may be useful to consolidate signage when installing a new sign, to reduce overall clutter.

Reinforce Intuitive Wayfinding The signage guidelines assist in creating and locating signage that effectively directs visitors to destinations.

Compliance with the guidelines will ensure that wayfin-ding is intuitive. The system will become consistent and recognizable as it is implemented.

Embrace Placemaking and the Buda Brand These guidelines are intended to complement and enhance the Buda brand within the physical environment.

While these signage guidelines take cues from the print and web brand guidelines, they have been specifically developed to be readable at both vehicular and pedes-trian scales. For additional information about the Buda brand, reference the Buda Identity Standards Manual.

Destinations Primary destinations will be shown on directional signs.

These are the only destinations to be included in the wayfinding system. These destinations should be clearly, intuitively named, and not be confused with other desti-nations in and around the city. Examples of primary destinations include major district destinations, buildings, parks, and defined visitor parking areas. Modifications to this list will be approved by the City of Buda Destination Services.

Leading refers to the vertical distance between baselines of successive lines of type and is measured from the base-line of text to the baseline of the following line of text.

Kerning is set to “optical,” and tracking is set to optical +20, unless otherwise noted.

As the typographic system is applied to signage, letter height may be increased or decreased to maximize legi-bility or accommodate final messaging on sign panels for initial implementation. Any changes or adjustments should preserve the leading, kerning and tracking ratios per the guidelines above. Adjustments should be applied to all layouts of a sign type to maintain visual consistency across the system.

Arrows and Symbols Arrows

The arrows designed for this system are unique to the City of Buda. They are designed to complement the primary typeface Helvetica Now Display. All arrow proportions are to be maintained and may not be altered.

Arrows are used in 90° orientations. A 45° orientation is discouraged and, if used, should be limited to unique situations where the orientation of a sign and the travel path will not allow for use of a 90° oriented arrow.

Examples of 90° oriented arrows

Symbols The symbols used in the signage system are based on the AIGA international symbol library. The symbol library is available online at www.aiga.org/symbol-signs. The ADA or International Symbol of Accessibility (ISOA) used in the system reflects the requirements of the ADA Standards for Accessible Design Chapter 7, Figure 703.7.2.1.

Examples of symbols used in the signage system

ISOA Parking

Graphic Layout Grid Layout Grid Sign layouts are consistent and use a system-wide underlying graphic grid. Layouts are gridded to maintain consistency in proportions, leading, tracking, and kerning with the other signs in the system.

Layout Inventory It is a best practice recommendation that the city maintain a digital inventory of layouts for all implemented signs.

All sign layouts shown in this document are for illustrative purposes only. Actual sign layouts and messaging for implementation are managed by the City of Buda Destination Services.

Design Elements and Materials

Colors, Finishes, and Materials Signage should be made of timeless and easily-sourced materials that are durable and complement the historic environment.

The majority of signs in the Buda system utilize a dark background (Color C1) with light text (Color C4). Historic Downtown identification signs utilize a dark background (Color C2) with light text (Color C3). All sign panels should receive graffiti-resistant and UV resistant exte-rior grade top coat to help protect graphics and diminish color fading.

The colors displayed here are for reference only and are not to be used for color matching. No color, material, or finish substitutions are allowed without prior approval from the City of Buda Destination Services. Actual color, finish, and specifications take precedence over any visual representation in this document.

All signage materials are to be properly sealed and resist-ant to rust or mildew.

Messaging and graphics may be direct printed or applied vinyl. The decision on which method to utilize will be determined by budget and available resources.

Naming and Information Hierarchy Clear and consistent messaging will be used on all City of Buda signage and wayfinding. Clearly defined nomencla-ture should be established and vetted with the Office of Destination Services for destinations. Consistent applica-tion of a simple, logical information hierarchy significantly reduces the amount of information a visitor needs to remember on a journey.

Destination Naming Destination names for use on directional signs will be short and conversational in nature, e.g. “Skate Park” rather than “Jackson Tyler Norris Memorial Skate Park.”

Any abbreviations used are to be easily understood and used consistently across the system.

Formal names are appropriate for monuments and pedes-trian maps and directories.

Parking identification signs will prioritize user groups and include permit category and supplementary information as needed.

Information Hierarchy All signage will share consistent hierarchy and placement of information. To allow for legibility at a distance, large vehicular wayfinding will carry a maximum of three to five destinations per sign, and small vehicular wayfinding will carry a maximum of one to three destinations.

Pedestrian wayfinding will carry a maximum of three to six destinations and use common, informal destination names.

Destination information on a directional sign will be sorted first by direction and then alphabetically within each direction group. Ordering of direction groups is: Up/ Ahead, Left, then Right. If, based on a specific sign loca-tion, there are no destinations to show in a given direc-tion, that destination group and the associated arrow can be deleted from the sign layout.

Information Styling Detailed information and wayfinding language is always set in the Medium weight. The Bold weight is used for sub headers to denote walking distance/time to destination.

Sign System Overview The comprehensive sign system comprises multiple sign types, including monuments, vehicular wayfinding, pedestrian wayfinding, parking identification, district markers, and directories. These sign types enhance the City of Buda arrival experience from surrounding areas, support vehicular and pedestrian wayfinding needs, and highlight parking opportunities.

A fully unified, integrated system defines the City of Buda clearly and visibly, and promotes identity and a sense of place. Vehicular wayfinding reinforces visibility of primary city destinations. Pedestrian wayfin-ding offers utility and reassurance, while enhancing accessibility.

City Monument signs identify the historic downtown district of Buda.

The sign types that appear within the system are identi-fied and organized by sign type number, e.g. ST103.
