Request for Proposal (RFP)
Feasibility Study for Full Police Services for the City of Mableton
RFP No. 26-01
Section I: Purpose and Background
The City of Mableton, Georgia (“City”) is soliciting proposals from qualified and experienced public safety consulting firms to conduct a comprehensive Feasibility Study for Full Police Services, including a detailed Court Impact Analysis.
This study is being issued in anticipation of Service Delivery Negotiations (SDN) with the applicable county pursuant to Georgia law. The City seeks an objective, data-driven analysis to evaluate the operational, financial, legal, organizational, and judicial feasibility of establishing a full-service municipal police department, including potential transition considerations from existing law enforcement service delivery models.
In addition to evaluating policing operations, this study will assess the anticipated impacts on the City’s municipal court system, including projected caseload, staffing, facilities, technology, compliance obligations, and long-term fiscal implications, to ensure that any public safety expansion is fully aligned with judicial capacity and constitutional service delivery standards.
The resulting study will be used by City leadership, elected officials, and legal counsel to support SDN discussions, strategic planning, budget development, and informed policy decisions related to both public safety and court system readiness.
Background
The City of Mableton was incorporated in 2022 and is continuing to mature its municipal governance, operational structure, and service delivery framework. As part of this evolution, the City is evaluating long-term public safety service options, including the feasibility of creating a full-service police department to serve residents, businesses, and visitors.
This RFP is issued in anticipation of Service Delivery Strategy negotiations pursuant to O.C.G.A. § 36-70-20 et seq. (Service Delivery Strategies Act). The feasibility study will support the City’s statutory obligation to evaluate service delivery options and negotiate in good faith with the County.
This RFP does not constitute a decision to establish a police department; rather, it seeks professional expertise to provide an independent feasibility assessment consistent with best practices, Georgia statutory requirements, and comparable municipal benchmarks.
