About this file

This is a Request for Proposal (RFP) 25-030 issued by the Colorado Commercial and Locally Grown Produce Product program for the Colorado Commercial School District (CCSD) Food and Nutrition Services (FNS). The RFP solicits proposals for purchasing fresh produce products not available through the Department of Defense (DoD) program, with a specific focus on cultivating relationships with local Colorado farmers. The contract will run from July 1, 2025, through June 30, 2026, with potential for four additional one-year renewals, contingent on mutual written agreement. The solicitation covers a comprehensive list of produce items including fruits (apples, bananas, tangerines, grapes, kiwifruit, melons, nectarines, oranges, peaches, and pears), vegetables (broccoli, cauliflower, carrots, cabbage, celery, cucumbers, peppers, lettuce varieties, mushrooms, onions, spinach, squash, and tomatoes), and herbs like cilantro.

The RFP allows bidders to submit pricing using either a firm price or a cost-plus-fixed-fee model, with detailed instructions for pricing methodology. Bidders are encouraged to specify product specifications, USDA grades, case/unit pack sizes, availability periods, and countries of origin. Additional points will be awarded for geographic preference, specifically for locally grown Colorado produce. The yearly estimates provided are not guaranteed purchase quantities but represent historical purchasing data. Bidders must complete all columns in the provided spreadsheet, including standard items, CCSD product specifications, bidder product specifications, pricing, availability, and origin details. The solicitation emphasizes flexibility in bidding, allowing vendors to submit "NO Bid" for items they cannot supply and encouraging transparent communication about product availability and specifications.

Instructions

1. Use the Firm Price OR the Cost and Fixed Fee columns. You may submit a combination of both.

2. Example: Cucumbers, 30lb case Firm Price bid of $40.75 for the entire 1 year contract. Cost plus Fixed Fee is quoted at the time of bid as $38.25 per case which will fluctuate up and down throughout the year of the contract based on the Consumer Price index with a Fixed Fee of $1.25 per case that is firm for the entire year of the contract. In the cost plus scenario Cucumbers may go down in price to $25.85 + $1.25 = $27.10 in August and then go up to $39.25 + $1.25 = $40.50 in January based on the market decreases and increases. Note the Fixed Fee remains the same throughout the year of the contract.

3. Enter NO Bid, if you are not bidding on an item.

4. CCSD yearly estimate - this is no guarantee of purchase. This is ONE year of data. See notes column for when these are served.

5. Complete ALL columns and provide any details about an item in Bidder Notes column at the end.
