About this file
This is Addendum No. 1 for RFP #25-024 issued by the City of Albany/Dougherty County, Georgia for Debris Monitoring/Financial Recovery services. The addendum clarifies that this RFP belongs to the County, not the City, with proposals due December 4, 2024, at 5:00 p.m. The scope includes management of debris from storm-related events and financial recovery services, with the selected consultant required to provide comprehensive services including debris monitoring, DMS site selection and permitting, database development for FEMA documentation, and technical assistance including engineering and architectural support. The current contract with Tetra Tech is expiring soon.
The addendum confirms that an Automated Debris Management System (ADMS) should be included in the monitors' hourly rates rather than as a separate charge. There are no MBE or DBE requirements for this project. The County has waived the Indemnity Agreement form requirement. The consultant does not need to be an engineer or architect but must have the ability to provide those services. This is a proactive procurement for potential future disasters, as the County has not currently had a declared emergency or submitted requests for FEMA/GEMA assistance.

QUESTIONS/ANSWERS:
1. Question 1: Is the City currently working with a consultant? If so, who is the incumbent. Answer: this request for proposal belongs to the County. Previously, the County has worked with Tetra Tech. That contract will be expiring soon.
2. Question 2: Has the City already submitted their Request for Public Assistance? Answer:
this request for proposal belongs to the County. The County has not had a declared emergency. This would be for potential disasters that may come in the future.
3. Question 3: Has the City had their exploratory call/meeting with FEMA and GEMA? Answer: No.
Please see the response to question #2.
4. Question 4: Can a consultant bid on specific areas of the solicitation? Answer: the County is in search of a consultant that can provide all services indicated in the RFP. A consultant can submit a proposal on specific areas; however, it will still be evaluated based on the required criteria.
5. Question 5: Please explain this statement: "Selection and permitting of OMS locations and any other permitting/regulatory issues as necessary" on page 5 under DISASTER DEBRIS MONITORING SERVICES. Answer: the consultant would provide the County assistance with locating and determining suitable properties to be used as Debris Management http://www.albanyga.gov/ mailto:tmartin@albanyqa.com
Sites (DMS). Once these sites are selected, the consultant will assist with any necessary permitting required to operate these sites as DMS, such as site approval from the GA EPD.
6. Question 6: Please confirm if the city is looking for a consultant to develop a database as stated in item 1, page 7, under FEMA Public Assistance Advisory Services. Answer: Yes, if the County was to activate Financial Recovery Services, the consultant would need to have a system or database to which all these items could be identified and tracked in an organized way. This would be crucial during auditing.
7. Question 7: Please clarify this statement on page 7, item 5: "Technical assistance may involve engineering and architectural support, among other types of assistance." Based on this statement, is the city seeking an engineer and architect who provides FEMA Public Assistance Services? Answer: Items #5 and #6 compliment one another. In order to do damage assessment and repair cost estimates to provide to FEMA, certain infrastructure and public structures may require the technical assistance of an engineering or architectural nature. The consultant does not have to “be” an engineer or architect, but does have to have the ability to provide that service.
8. Question 8: Is there a MBE or DBE requirement for this project? No requirement.
9. Question 9: The manual process of filling out load tickets can jeopardize proper FEMA reimbursement if human error occurs. Utilizing electronic load tickets, computer tablets, and systems employing electronic contractor IDs with an Automated Debris Management System (ADMS) has become the industry standard and is critical for any successful debris operation.
Because of the factors listed, we would like to confirm that any charges for the use of an ADMS are to be fully burdened in the proposed debris monitoring positions hourly rates provided and not as a separate hourly rate or separate position, separate flat rate, or substitutional charge for any listed position. Answer: Correct. It was the intent to use an ADMS and it should be included in the monitors’ hourly rates.
10. Question 10: Will the City please consider waiving the Indemnity Agreement form requirement?
For the type of professional consulting services contemplated by this RFP, it is not standard for firms to indemnify clients for client negligence as this is out of the contractor's control and performance. Answer: yes, the City can waive the Indemnity Agreement form requirement.
