About this file
This is Addendum #3 to RFP 25-005 issued by the City of Commerce for a Fire Station Buildout project in Jackson County, Georgia. The addendum addresses eleven questions submitted regarding the project, including clarifications about site visits, permitting requirements, and technical specifications. Bidders can schedule subsequent site visits with Fire Chief Josh Spear, and the project requires professionally designed drawings bearing the seal and signature of a Georgia-registered architect for non-structural interior construction.
Key technical clarifications include: the electric meter relocation costs should be included in bids if contractors determine it necessary; the head height limitations are within code compliance; the facility currently uses well water but will transition to county water with the fire department covering plumber costs; no sprinkler, fire alarm, radio or alerting systems are required; and the fire department will provide Advantech subflooring for the second floor while contractors must supply adhesive and appropriate fasteners. The addendum must be signed and returned with proposals to be considered responsive.

2. Will this work be permitted? (Answer) Yes
3. If so, who’s jurisdiction? (Answer) Jackson County
4. If so, who will be providing permit plans? (Answer) City of Commerce – The Old Homestead Custom
Designs’ drawing will suffice.
5. Who is responsible for relocating the electric meter? (Answer) The electric meter should not have to be relocated after Addendum #2 to RFP 25-005. If bidding contractors see that the meter still needs to be moved, they should figure that price into their bid.

(Answer) O.C.G.A. 43-4- 14 (b)(5) Professionally designed drawings bearing the seal and signature of an architect registered in the State of Georgia is required for non-structural interior construction within an existing building. Plans and specifications submitted shall reference and comply with the applicable current building codes.

8. Does the main water come in from the rear of the building? (Answer) Yes
9. Is the well still in use or is it now supplied by the county water? (Answer) The well is still in use, but there is now county water at the location. Working with the winning contractor, the fire department will pay a plumber to switch the water supply from well to public water system.
10. Will there be any sprinkler, fire alarm, radio or alerting systems that we need to consider? (Answer) No, this project does not require any of the following
11. What materials are required for the floor system of the upstairs area? Wood, concrete, metal? (Answer) The fire department will provide the Advantech subflooring to be used on the second floor. The installing contractor will need to provide the subfloor adhesive and appropriate fasteners depending on the framing (wood or metal).
This addendum should be signed and returned with your proposal. Failure to do so may result in the proposal being non-responsive.
