1. SCOPE OF WORK
Description of all Project Requirements Assess chum salmon spawning ground habitat and potential spawning channel sites in the lower Cowlitz River. Typically, this work would start with a review of either LiDAR and/or topographical maps to identify likely locations for an improved chum salmon spawning channel (disconnected oxbows, abandoned/ disconnected channel scars, and side channels). Identify and contact landowners of likely areas to gauge interest. If there's landowner interest, conduct site visits to collect preliminary survey data and document habitat types. Participate in stakeholder meetings, including coordination with WDFW, tribal, local agencies, and public to share findings and gather feedback. Review all available sites and chose up to four (4) sites with the highest likelihood of success to conduct more intense evaluation, geo-referenced elevation surveys, pit pump tests to estimate available groundwater, install piezometers and data loggers to collect information on water temperatures and ground water depths over the course of one or more spawning and incubation seasons. Generate a report summarizing this work and site potential for a spawning channel.
WDFW has $155,000 budgeted for this work through June 30, 2026.
Primary Objectives Perform field reconnaissance to determine the top four (4) sites in the study reaches of the Cowlitz and Toutle Rivers with the greatest potential for chum spawning habitat creation. Perform site investigations for each of four (4) potential sites to support the feasibility assessment and conceptual designs.
Collections to Analyze Aerial photos, LiDAR, GPS, and (flow, sediment, water quality conditions) known to support chum salmon.
Methods and Analyses Field reconnaissance will identify locations for potential chum channels. A total of four (4) to six (6) sites will be initially visited on the Cowlitz and Toutle River study reaches. The initial four (4) to six (6) sites will be selected based on existing knowledge of site potential, landowner permissions, any known feasibility issues, past or on-going investigations, and review of aerial photos and LiDAR. Potential sites will be reviewed and approved by WDFW prior to initial site visits. During field visits, the locations of potential chum channels and relevant features will be mapped in the field using GPS. Each potential site will be characterized qualitatively for its potential to provide flow, sediment, and water quality conditions to support chum spawning. Sites will also be evaluated for machinery access for the follow-up field investigations (Task 2) as well as future access and logistics for eventual project implementation. Locations for pump tests, piezometers, and topographical surveys will be identified in support of Task 2 activities. Following the site visits, and in conjunction with WDFW staff, the top four (4) sites will be identified that appear to provide the most suitable conditions (biological and otherwise) with respect to chum channel potential.
It is assumed that site investigations will include a combination of the following activities at each site:
(1) Select topographic survey: Conceptual design level survey will be performed to assist in determining feasibility of chum channel creation. Survey will include sufficient detail of relevant site topography to serve a basis for conceptual level design, elevations of water surfaces where observed, existing stream channel alignment and major grade breaks such as terraces and valley walls. Water level monitoring stations will also be surveyed in as part of this task. Surveys will be conducted using a Total Station and/or Survey-Grade GPS equipment.
(2) Groundwater pump tests: Groundwater pump tests will be performed in order to assess availability and transmissivity of groundwater which will inform suitability of potential chum spawning channel creation. Pump tests will require heavy equipment access to perform temporary excavations required for completing pump tests. An estimate of machinery costs for this task has been included in the task budget. Pump test procedure will be conducted based on established protocols and prior Contractor experience. Groundwater flow at a number of different drawdown elevations will be determined.
(3) Water level monitoring stations: Groundwater level monitoring (piezometers) and surface water stage recorders will be installed as necessary at each site to map the groundwater table and the relationship with surface water (river) stage throughout the year. Continuously recording data loggers (e.g., HOBO U20 loggers) will be installed at each monitoring station. Piezometer data will help determine the potential for upwelling conditions and will also provide valuable design information for future potential design and implementation of these projects.
a. Anticipated timeline.
Work can begin by approximately July 21, 2025. The report identified in the first task/deliverable is expected by approximately May 2026. The maximum duration of work is not expected to exceed two (2) years.
NOTE:
The successful bidder will be expected to begin working on the tasks outlined in this RFP on or around July 21, 2025. The contract will extend until September 14, 2026, by which time all charges must have been incurred and after which no further costs will be reimbursed.

Statement of Work for Cowlitz Chum Assessment
Assess chum salmon spawning ground habitat and potential spawning channel sites in the lower Cowlitz River.
