About this file

This is a Bidder Question & Answer document for RFP No. 240000002204 issued by the Michigan Department of Corrections (MDOC) for Prisoner Funeral Services. The RFP solicits funeral services for deceased inmates, with MDOC averaging approximately 100 prisoner deaths annually over the past two years. Key service requirements include body pickup within four hours of notification regardless of distance, cold storage facilities that must be located within Michigan and comply with applicable laws, and annual training of approximately six hours per individual delivered via email link post-award. Subcontracting is permitted, and bidders must disclose any subcontractors in their proposals. Proposals must incorporate track changes using Microsoft Word's review function to document all proposed modifications.

The incumbent contractor is Sherwood Funeral Home, operating under contract number 190000001166 with an award value of $940,000. Financial responsibility for unclaimed or abandoned remains rests with the State, including burial at Cherry Hill Cemetery in Jackson, Michigan, with costs reimbursed per Schedule B pricing. The State will provide IT policies and standards to the awarded vendor as needed, and bidders must determine independently whether EEO 1 reporting compliance is required based on their business circumstances. If family members decline custody of released remains, the State assumes full financial responsibility for disposition costs.
