About this file

This is a Bidder Questions and Answers document for RFP 240000000523, Healthcare Consulting Services, issued by the Michigan Department of Corrections (MIDOC). The scope of work encompasses healthcare consulting services with a primary focus on assisting MIDOC in developing an RFP for prisoner healthcare and pharmacy services, researching correctional health practices and treatment models, evaluating pricing models, and developing performance measures. The contract is structured for an initial three-year term with three additional option years available. Several deliverables require completion within weeks to six months from contract award, while other research and analysis activities are anticipated to continue on an as-needed basis throughout the contract period. The existing prisoner healthcare contract expires on September 30, 2026, necessitating completion of the new RFP development, bid evaluation, and transition activities within six to nine months prior to that expiration date.

Pricing for this engagement is structured on an hourly rate basis rather than a fixed-fee or not-to-exceed amount. Bidders are required to submit hourly billable rates in Schedule B along with anticipated hours, full-time equivalents (FTEs), and roles for each task in their project plan. The RFP does not restrict proposers to Michigan businesses, though the State reserves the right to consider overall economic impact to Michigan when evaluating proposal pricing and making final award recommendations. All submission documents except Schedule B may be uploaded as either a single combined document or individually, and all pages of the RFP should be included in the uploaded submission.

Bidder Question
Answer (to be completed by the State)
1
Vendor Questions Worksheet, Section 8 - Michigan Economic Impact and Section 11 - Other
17, 18
Are proposers required to be a Michigan business? If not, is there a preference given to Michigan businesses?
No, proposers are not required to be a Michigan Business. The State does reserve the right to consider overall economic impact to the State when evaluating proposal pricing and in the final award recommendation.
2
Schedule A - Scope and Section 2.1 - Timeframes
21, 25
Schedule A: Scope notes the contract is for a 3-year timeline with three additional option years. However, Section 2.1 Timeframes and comments made in the pre-proposal meeting indicate a MIDOC is seeking a more accelerated timeline, possibly 6 months with some deliverables due within weeks. Can you clarify the anticipated timeframe for the engagement?
Some deliverables or requirements may need to be completed at the beginning of the contract term (within weeks to 6 months), such as the assistance in development of the RFP for prisoner healthcare and pharmacy services. Other requirements, such as researching emerging practices, may continue throughout the contract term on an as needed basis.
3
Schedule A - Scope
21
When does the RFP for prisoner healthcare and pharmacy services, item (1) under Scope at the bottom of page 21, need to be completed for distribution to bidders?

If it is needed before 3 years from award, what is the expectation for the remaining time in the 3-year contract?

The current prisoner healthcare contract expires on 9/30/2026. A new RFP would need to be posted, responses evaluated, and ideally a transition time of 6-9 months prior to the expiration date.

See response to question 2 for additional information.

4
Schedule A - Scope
21
Does MIDOC want research on other RFPs/Contracts, research on emerging practices in correctional health and models of treatment, evaluation of pricing models, and development of performance measures (2, 3, 4, and 5 under Scope at the bottom of page 21) to be 100% complete prior to the development of the RFP?
Most of these requirements will need to be done prior to the RFP being finalized for posting, with the exception of researching new practices that have emerged after the RFP development.
5
Schedule B - Pricing
40
The Pricing proposal does not include sections for a total fixed-fee or not-to-exceed amount. Please confirm that no total amount is to be submitted and we are only required to include hourly billable rates.

In SigmaVSS, the first step is to enter a contract amount or to select no bid - what is to be entered here? Are respondents to select “no bid” and note under “comments” that no contract amount is requested?

That is correct. The vendor will enter their hourly rates on Schedule B and include the anticipated # of hours, FTEs, and roles for each task on the Project Plan.

In SIGMA, the bidder may leave the amount $0.00 and put a comment to see Schedule B. Or, the bidder may use their proposed Project Plan’s estimated # of hours and FTEs per task, along with the hourly rate of the proposed role to generate an estimated contract amount.

5. Delivery of Proposal
3
The RFP specifies that the price proposal should be saved and uploaded as a separate document. Should the Confidential Treatment Form, Vendor Questionnaire, and Statement of Work responses be uploaded as a single document or uploaded individually? Should all pages of the RFP be included in the uploaded submission or only the pages for the Confidential Treatment Form, Vendor Questionnaire, and the Statement of Work?
All documents, excluding Schedule B, may be uploaded either as a single document or uploaded individually. All pages of the RFP should be included in the uploaded submission.
