About this file
This is a Request for Proposal (RFP) 24-08 issued by Montana State University (MSU) for MilTech Acquisition Assistance & Support services. The RFP seeks qualified contractors to provide specialized acquisition management services across three service categories: Lifecycle Cost Estimation (Category A), Lifecycle Sustainment Planning (Category B), and Acquisition Lifecycle (Category C). Contractors may respond to one or multiple categories, with MilTech anticipating awarding contracts to one or more vendors in each service category. The work will be performed through individual task orders issued against master contracts, with services funded by various federal grant funds received by MSU MilTech. Contractors will be required to have a minimum of two years of experience in their respective service categories and demonstrate expertise in areas such as cost estimation, sustainment planning, and defense acquisition lifecycle management.
The RFP requires contractors to provide their own equipment and access to complete project work, with an emphasis on understanding complex defense acquisition processes and documentation. Successful vendors must submit proof of experience from past projects directly relevant to the specified tasks in each service category. While the primary focus is on technical assistance and support, the contract allows for flexibility in task order execution, with MilTech providing specific parameters and templates in most cases. Interestingly, MSU-TechLink may also offer similar work to awarded vendors from this RFP, potentially expanding opportunities for selected contractors. The contract terms, funding sources, and specific task order details will be individually defined in each issued task order, subject to the terms and conditions of the applicable federal funding agencies.
