CCCC RFP #24-08 FLIGHT/MAINTENANCE SIMULATOR 2

Section 1: Scope of Proposal Request

1.1 Background

Cape Cod Community College (CCCC or the “College”) is an accredited, public two‐year institution serving Cape Cod, Nantucket, Martha’s Vineyard and areas of southeastern Massachusetts. The main campus is in West Barnstable, Massachusetts. The College consistently provides an affordable education close to home to a diverse student population. The College currently offers Associate in Arts and Science degrees and career‐building academic certificates in a variety of program areas.

The FAA Part 147 Aviation Maintenance Technician (AMT) program is located at a mid-level airport in Plymouth, MA. The AMT program offers the facilities and curriculum necessary to train individuals as FAA certified Airframe and Powerplant technicians and provides the foundation for an Associate of Applied Science Degree in Aviation Maintenance, and transfer into a variety of four-year programs.

The Plymouth Aviation Center will also be offering the Aircraft Electronics Technician (AET) certification (Avionics) that will align with ASTM International's National Center for Aerospace and Transportation Technologies (NCATT) AET certification requirements.

1.2 Purpose of Procurement

CCCC is issuing a Request for Proposals (RFP) to gather and assess submissions for the potential procurement of a Flight Device Simulator (FDS) / Flight Training Device (FTD) intended for use within the college’s Part 147 A&P and AET (Avionics) certification programs which focus on training aviation maintenance technicians and avionics technicians while working on modern aircraft systems and troubleshooting. The simulator needs to provide training in troubleshooting scenarios that can be monitored by an instructor with designated faults or fault reset capabilities.

The simulator should replicate the Boeing Aircraft Models 737NG or 737Max. The simulator should be fixed base with a simulated cockpit enclosure that creates a real cockpit feel including the fully tactile actions necessary to simulate operation of the aircraft systems. The simulator should include an Instructor Station with Real Aircraft Yokes and Columns. Full motion capability is not required.

Additionally, the college is interested in options that include AR/VR or other advanced experiences that would provide additional realistic interaction with aircraft systems and operation.

The simulator should be a free-standing unit with physical dimensions not to exceed 12 feet high by 18 feet wide, approximately180 square feet.

The College is NOT seeking proposals for a Full Flight Simulator (FFS) system or a desktop simulation station solution.

This procurement has a budget not to exceed $250,000.

The delivery address is 246 South Meadow Road, Gate 6, Building S3, Plymouth, MA 02630.

Presentations may be requested of Proposers deemed by the College to be the best suited among those submitting proposals based on the selection criteria described herein and price. The proposal evaluation process is designed to award the contract not necessarily to the Proposer of least cost, but rather to the Proposer with the best combination of attributes providing the overall best value for the college.

The College reserves the right, at its sole discretion, to request clarification of information contained in the proposals received. Proposers must submit proposals that present the requested information as clearly and completely as possible.

3.3 Contract Award

The College reserves the right to reject any or all proposals, in whole or in part, and is not necessarily bound to accept the lowest cost proposal if that proposal is contrary to the best interests of the College.

Following the selection of the best-value proposal, CCCC reserves the right to negotiate best and final

The Proposer with the apparent best-value proposal shall execute the Commonwealth of MA Standard Contract Form, Commonwealth Terms and Conditions, and W-9 Taxpayers ID no later than 10 business days following the notice of award. If the Proposer fails to provide the requested documents by the deadline, CCCC may determine that the Proposer is non-responsive to the terms of this RFP and reject the proposal. If CCCC determines that the apparent best-value proposal is non-responsive and rejects the proposal, the remaining responsive proposals will be reviewed to determine the new apparent best-value proposal.
