About this file
This document is a Request for Qualifications/Quotation (RFQQ) issued by the Washington Department of Fish and Wildlife (WDFW) for Bottomfish Rod and Reel Survey Services. The purpose is to provide survey fishing services, including vessel, equipment, and operator/crew, to fish for rockfish and other bottom fish, primarily in the La Push area, though WDFW may request services in other locations. The expected contract term is from September 9, 2024 through May 31, 2025. WDFW will use the data gathered to evaluate population trends, growth rate, and migration of rockfish along the Washington coast. The RFQQ includes a pre-bid conference on February 22, 2024, with questions from bidders due by February 28, 2024 and proposals due by March 29, 2024. WDFW intends to award the contract(s) to the lowest responsive and responsible bid from a Small Business or Veteran-Owned Business, if possible.
The RFQQ specifies detailed requirements for the vessel, equipment, crew, and licenses. Bidders must provide an all-inclusive daily rate and may include annual deployment costs. WDFW will evaluate proposals based on cost (30%), experience (50%), and vessel suitability (20%). Bidders with a record of serious commercial fishing violations within the last 3 years may be deemed non-responsive. Successful bidders must obtain required insurance coverage before working for WDFW.

If the Contractor ends a day after less than four hours by request from the WDFW project leader, the Contractor may be compensated at one-half the daily rate. The vessel operator and the project leader will confer to arrive at an understanding if there is a question concerning exceptional circumstances.

The Contractor may be available less than five days a week during the expected phase of work only with the approval of the WDFW project lead and when arranged prior to the phase of work commencing. Specific fishing days will be scheduled with at least 48 hours advanced notice from project employees and upon mutual agreement between the Contractor and the WDFW project leader. The WDFW will have ultimate authority to cancel scheduled trips at any time for any reason.
