The District seeks qualified providers to develop and deliver comprehensive professional development plans focused on equitable practices in mathematics instruction, teacher and student practices aligned with National Council of Teachers of Mathematics (NCTM) recommendations, and in-person professional development for teachers at all grade levels, with specific emphasis on serving students with learning disabilities, multilingual students, students experiencing poverty, and students with significant gaps in mathematical understanding. The RFP was issued on April 16, 2024, with final questions due by May 10, 2024, at 2:00 p.m., the last addenda issued by May 13, 2024, at 2:00 p.m., and proposals due on May 16, 2024, at 2:00 p.m. at the District's Purchasing Office located at 900 Kenyon Street, Medford, Oregon 97501. Three printed copies plus an electronic version must be submitted in a sealed opaque envelope. The District anticipates selecting a consultant to commence services in July 2024 for an initial term of at least one year, with the possibility of renewal for additional one-year terms depending upon funding availability.

Proposals will be evaluated on a 100-point scale, with 60 points allocated to the capacity to provide embedded professional development in K-12 mathematics practices during the school day, 20 points for a detailed plan to provide professional development to administrators K-12, and 20 points for a detailed school year budget with expenditure rationale. The District requires proposers to be licensed to provide services in Oregon and to demonstrate experience servicing public sector accounts of equal size, complexity, and scope. Proposers must submit proof of Oregon business licensure, a firm profile articulating relevant experience, names and qualifications of key personnel, a service delivery plan with examples of applicable reports, and current client references. The District reserves the right to reject any or all proposals, waive technicalities and irregularities, and use sole discretion in determining proposal suitability. All proposal submissions become public records subject to Oregon Public Records Law, though materials marked confidential will not be disclosed without proposer consent prior to contract award. Adversely affected bidders have seven calendar days from the Intent-to-Award announcement to file written protests with the Purchasing Office.
