About this file
This is a Request for Proposals (RFP) Response Packet issued by the Portland Housing Bureau's Rental Services Office (RSO) for the Eviction Legal Defense and Right to Counsel Pilot Program in Portland, Oregon and Multnomah County. The RFP seeks qualified contractor(s) to provide comprehensive legal representation, pre-filing diversion services, in-court support, case management, and financial assistance coordination for tenants at risk of eviction. Proposers must be prepared to handle all case types, including nonpayment of rent cases, and provide guaranteed representation to eligible tenants in designated Right to Counsel geographies as directed by the City. Legal services and financial assistance coordination are required service components, while in-court legal services, case management, outreach, and intake coordination are optional. Proposals are due September 9, 2026, by 12:00 p.m. Pacific Time and must not exceed 15 pages. Proposers must submit one original copy (marked "Master" or "Original") and, if redactions are requested, one redacted copy in Microsoft Word format through the City of Portland Bid Portal. The RFP anticipates coordinating among multiple proposers to establish a comprehensive City program, with proposers applying as individual organizations but allowed to reflect potential subcontracting or partnership arrangements.
Proposers must complete a comprehensive pricing proposal that includes estimated service projections for a fiscal year contract period, with detailed cost breakdowns by service component and cost per household served. The pricing proposal should address metrics including intakes processed, brief advice provided, full representation provided, favorable outcome percentages, pre-filing diversion rates, and estimated value of reductions in tenant financial obligations. Proposers must also demonstrate workforce diversity and community involvement, sustainable business practices, and COBID certification status or eligibility. The RFP requires acknowledgment of general requirements including Oregon licensure for professional services, participation in monthly coordination meetings, quarterly reporting on clients served and outcomes, data sharing with academic and research partners, and compliance with the City's Open Data Policy. Insurance requirements must be met as specified in Section 5 of the RFP Information Packet. Questions and requests for clarification must be submitted by September 2, 2026, to Xylia Guzman Torres, Senior Procurement Specialist, at (503) 865-6320 or Xylia.GuzmanTorres@portlandoregon.gov.

Pricing Proposal Complete and submit the Pricing Proposal Attachment
Your Pricing Proposal must state the true estimated cost to perform the work, irrespective of the City’s anticipated cost. Follow the instructions and format set out in the Pricing Proposal Attachment.
In the Pricing Proposal Attachment, provide your estimated service projections and your projected cost per client served and cost per service unit for each type of service you propose, including any additional service components, and describe how you arrived at those figures. If you propose subcontractors or potential partners, provide cost breakdowns by organization and by service component.

State your true estimated cost for the scope of services you propose for a fiscal year Contract period. Your figures should be consistent with the service components you checked in the Response to the City’s Specifications, Functional, and Technical Requirements and with your Project Approach.
