When the Government evaluates the above, the offerors will be given notice by the Government for Factor 1 Qualification. The Government may determine that the information presented by the Offeror might not be among the most highly rated offers therefore, the chance of award is low. The Offeror is unlikely to be a viable competitor for this acquisition, and the Government advises them not to participate in the next step. The intent of this notice is to minimize proposal development costs for the Offerors with little or no chance of receiving an award and assist in timely decision-making. However, Offerors may participate in the next step notwithstanding the advice given.
The Government will schedule Offerors for Step Two Demonstrations immediately after the completion of Step One. The offerors selected to participate are Offerors the Government determined will be successful after Step One, and Offerors who decide to continue even after the Government advised them of having a little or no chance of receiving an award.
Factor 2 - Demonstration
The Offeror will be assessed based on an understanding of the mission and programmatic needs of the Government and a demonstrated comprehension of the scope of work, and the Offeror’s ability to meet the requirements of the work as delineated in the PWS. The offeror will be given four scenarios. Oral presentations will consist of one hour and 40 minutes. Offerors will be given 20 minutes per scenario the remaining time will be for Government questions and clarifications. Constraints: Attendance at the demonstration will be limited to the firm’s key personnel and no more than two (2) additional corporate representatives of the firm’s team. A firm’s key personnel includes only those persons who will be assigned to the contract as key personnel (which may include teaming partners). The additional individuals (e.g., CEO, company president, VP, legal or contract representative, etc.) from the firm’s team may attend but will not be allowed to present, except as part of a brief introduction that will not be evaluated but will count towards the firm’s allotted time.
Factor 3 - Volume II: Price – SF 1449 and Pricing Worksheet Attachment 2.
The Government will provide a date for price submission at the conclusion of demonstration.
The offeror shall submit their pricing on the SF 1449 and Pricing Worksheet only. No other forms/formats will be accepted.

The pricing for the Labor Hour CLINs shall be used on the corresponding tabs for each task (Task Area 4 Tab, Task Area 5 Tab, Task Area 6 Tab, and the Onboarding Transition tab). These prices will be calculated on the Base Services Tab for a Total Evaluated Price.
All CLIN pricing shall be transferred to the 1449. For the Firm-Fixed price CLINs the pricing shall be on a monthly basis (unit price, column 23) and the extended amount (column 24 amount) for one year and all option periods. For the Labor Hours CLINs and option corresponding option CLINs, the pricing shall be inserted in column 24 as a lump sum. The Government may determine that a proposal is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
Offerors that submit partial pricing information shall be ineligible for award.
The Offeror’s proposed labor hour rates and associated price shall be inclusive of all contractor’s direct costs, indirect costs and profit and shall include all costs associated with providing the services described in the PWS and the Offeror’s technical quotation.
52.212-2 -- Evaluation -- Commercial Items (Nov 2021)
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 - Qualification Factor 2 - Demonstration Factor 3 - Pricing
All evaluation factors, other than price, when combined are consider significantly more important than price.
Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Method of Evaluation
Factor 1 - Qualification:
Upon receipt of proposals the Technical Evaluation Team (TET) will be formed. After individual evaluators review the proposal from each Offeror, an evaluation team Chair will convene a meeting(s) of the TET members to reach a consensus on the ratings and findings for each offeror in accordance with the stated Evaluation Factors.
The TET Chair shall lead the consensus meeting. The individual evaluators may make notes during their reading. The notes do not become part of the contract file. During the meeting, the TET shall document its technical ratings and findings for each proposal.
Consensus-only Evaluation Documentation: The TET shall provide a Consensus Memo document which includes the ratings and rationale for the ratings for each proposal received in response to this solicitation, for each evaluation factor.
The table below shows the ratings the Government will assign in its evaluation of Factor 1 - Qualification.
Confidence Rating
Description
High Confidence The Government has high confidence that the Quoter understands the requirement, proposes a sound approach, and/or will be successful in performing the work with no Government intervention.
Some Confidence The Government has some confidence that the Quoter understands the requirement, proposes a sound approach, and/or will be successful in performing the work with little or no Government intervention.
Low Confidence The Government has low confidence that the Quoter understands the requirement, proposes a sound approach, and/or will be successful in performing the work even with Government Intervention.
The Government will evaluate and assign one overall confidence rating. The different sections of Factor 1 - Qualification will not be assigned an individual rating. The evaluation is as follows:
Management Plan - The Management Plan will be evaluated for soundness, practicality, and feasibility as it applies to this requirement.
Transition Plan – Transition Plan will be evaluated on whether it demonstrates a full understanding and accommodation for the conditions outlined in Section 2.1.1 Transition Plan of the PWS and the ability to execute the plan as outlined in the submission requirements above.
Key Personnel – The Government will evaluate the Key Personnel submitted by each Offeror by comparing the education, skills and experience of proposed personnel against the qualifications indicated in Section 1.6.6 of the PWS.
Attestation Form – Attachment 3. Offerors must submit and sign the attestation form.
Past Performance – Offeror shall be evaluated on the recency and relevancy of the submitted contracts. No more than 10 older than the past 5 years will not be considered. The TET will review CPARS for the submitted contracts to determine relevancy of the contracts submitted and how it impacts the overall confidence rating. Experience with Federal contracts will raise confidence level more than State, Local or commercial. Contracts that demonstrate the ability to do multiple tasks outlined in the PWS will provide greater confidence than ones that demonstrate performing a single task.
Factor 2 - Demonstration:
Immediately after the conclusion of the Demonstration the TET shall convene on the spot to decide on a consensus Confidence Rating. The confidence ratings in the table above will also be used for this factor. The Government will evaluate the Offerors responses to the scenarios to assess their demonstrated comprehension of the scope of work, and the Offeror’s ability to meet the requirements of the work as delineated in the PWS. The Government will also evaluate the effectiveness on how the Offeror and its subcontractors (as applicable) Collaborate and brainstorm during the demonstration.
Factor 3 - Price
Price to the Government is an Offeror’s Total Evaluated Price (TEP), for the base and all option periods. A six-month extension for FAR 52.217-8 Option to Extend Services will be added to the TEP and evaluated utilizing option period four rates. This evaluated price will be used in making an award recommendation. The six-month period is added for evaluation purposes only and will not be part of the award.
The Offeror’s Price Proposals will be evaluated for reasonableness. Adequate price competition is expected to support the determination of reasonableness. The price evaluation team will evaluate each Offeror’s proposal to determine whether the proposal complies with the instructions/requirements of the RFP and if the price is reasonable.
Other Price analysis techniques may be utilized to further validate price reasonableness. This evaluated price may be used in making an award recommendation. Therefore, any inconsistency, whether real or apparent, between the technical volume and price volume should be explained in the supporting price data volume.
Price may be evaluated to determine if it:
• reasonable for the work to be performed;
• reflects a clear understanding of the contract requirements; and
• inclusive of all services requested.
BASIS FOR AWARD
This acquisition is being conducted in accordance with FAR 12 and 15.3. OPM will evaluate the proposals to determine the best value to the government. The contract resulting from this solicitation will be awarded to that responsible Offeror whose proposal, in the Government’s estimation, provides the overall best value.
Offerors are informed that the Government does not intend to conduct discussion as part of the evaluation and selection process. However, the Government does reserve the right to conduct discussion if it is determined by the Government’s Source Selection Authority to be in the best interests of the Government to do so. Therefore, offerors are cautioned to provide all the information required and requested by the solicitation at the time of its initial proposal submission.
The Government will utilize the Tradeoff Source Selection Process. This process allows for a tradeoff between non-price factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best value contract award. The basis for award of a contract as a result of this solicitation will be an integrated assessment by the Contracting Officer of the results of the evaluation based on the evaluation factors and their importance as indicated below. The integrated assessment will include consideration of the strengths and weaknesses of the proposals. Ultimately, the source selection decision will take into account the Offeror’s capability to meet the requirements of this solicitation on a timely and cost-effective basis. The Government reserves such right of flexibility in conducting the evaluation as is necessary to assure placement of a contract in the Government's best interest. Accordingly, the Government may award to other than the lowest priced offeror, or other than the Offeror with the highest evaluation rating.
