About this file

This document is a Request for Proposal (RFP) for the Kalamazoo District Facility Project in Newaygo and Oceana Counties, Michigan. The RFP covers the removal and disposal of underground piping, petroleum containment structures, and contaminated soils at the project site. Key details include:

All subcontractors are expected to abide by the Davis-Bacon Project wage determination. The underground piping is assumed to be made of steel or plastic, and any asbestos-coated piping would result in a change order. The contractor is responsible for determining the quantities and types of liquids in the containment areas. Fluids collected from flushing activities are considered exempt non-hazardous oilfield waste and must be disposed of in a permitted oilfield disposal well. The contractor can choose the method for flushing the flow lines, either using a hot oiler or a water pump truck. The contractor is responsible for determining the disposal, scrapping, or refurbishing of the existing piping and equipment on site. All gravel within the facility footprint must be removed, but gravel on the lease road can remain. The contaminated soil pile on site does not require testing prior to removal. Underground piping will be removed from the farm field, but sections under the Leonard Road right-of-way and from the road to the facility will be left in place and capped.

Kalamazoo District Facility Project Q & A

Question 1: Are all subcontractors expected to abide by the Davis-Bacon Project wage determination?

Answer: Yes.

Question 2: Is any of the underground pipe coated with asbestos?

Answer: It is assumed that all underground piping is either steel or poly plastic. If asbestos coated piping were to be encountered, the State of Michigan would issue a project change order to accommodate the change in the Scope of Work.

Question 3: Is it acceptable to pump out standing water thru a filter bag onsite?

Answer: No. All fluids collected from secondary containment areas are to be disposed of in a permitted oilfield disposal well.

Question 4: If known - what liquids and estimated amounts are left in any containments to be disposed of?

Answer: Estimated amounts are not known in the containments. It is up to the contractor to gather information on quantities of liquids in containments during the Pre-Bid Meeting. Liquids at the facility are assumed to be water, brine, and sour crude oil.

Question 5: Does the water used for flushing require special disposal with the hazardous waste?

Answer: Fluids collected from flow-line flushing/purging are exempt non-hazardous oilfield waste under Part 111 in the State of Michigan. Fluids are to be disposed of down a permitted oilfield disposal well.

Question 6: In order to flush the flow lines, is it recommended to use a hot oil truck or use a pressure pump from a water truck?

Answer: It is up to the contractor to determine the best method to use for flow-line purging. Use of a hot oiler to utilize hot water for flushing or use of a water pump truck are both acceptable methods.

Question 7: Regarding piping and equipment currently on site - what is the expectation of disposal, scrapping or possible refurbishing?

Answer: It is up to the contractor to make the determination of whether items have scrap value, oil field resale value, or if items shall be disposed of at a landfill facility.

Question 8: Can plastic caps be used on pipe for removal?

Answer: Yes, plastic caps would be allowed to be used during flowline removal, if they provide a water-tight seal during the removal process.

Question 9: Does all the gravel require to be removed offsite?

Answer: All gravel to is to be removed at the facility footprint. However, what little gravel remains on the lease road to the facility can remain as is.

Question 10: Regarding the contaminated spoil pile onsite – does it require to be tested prior to removal?

Answer: No.

Question 11: Do all liquids require to be removed by a vac truck?

Answer: Liquids can be removed by any type of legal/permitted truck to carry and transport oilfield waste liquids.

Question 12: Does all underground piping require to be removed?

Answer: All flow lines will be pulled that are located in the farm field on the south side of Leonard Road. Flowlines will be left in place under the Leonard Road Right-of-Way (ROW) to avoid all buried utilities along the ROW easement. The flowlines will also be left in place from Leonard Road ROW to the facility. To the extent possible, we will remove underground piping withing the facility footprint. Any underground piping left in place, must be purged with fresh water and capped.

Question 13: Are there any other contaminated spoils on any of the multiple locations included require testing or special disposal?

Answer: No.
