Proposals passing Phase 1 will be forwarded to the Evaluaon Panel to evaluate and score the technical requirements.

1.2. Technical Evaluaon (Phase 2) (Scored)

Energy Safety appointed Evaluaon Panel will score each proposal passing the Phase 1 Evaluaon in accordance with the Scoring Criterion Guidelines as shown below.

During the evaluaon and selecon process, the Evaluaon Panel may schedule a clarificaon interview with a Proposer that will either be held by telephone or in person for the purpose of clarificaon and verificaon of informaon provided in the proposal. Formula: Lowest Average of Hourly Rates x Max. Technical Points Available = Cost Points

Next Lowest Average of Hourly Rates

EXAMPLE CALCULATION:

Total Points Available from Consensus Scoring 190

Respondent Average of Hourly Rate

Lowest Average Rate Next Lowest Average Rate X Total Possible

Technical Points = Cost Points

A $200 200/200 x 190 = 190 B $250 200/250 x 190 = 152

Preferences will be applied as required to eligible proposals. Please see Secon 4, Socio-Economic and Preference Programs.

2. SCORING CRITERION GUIDELINES

SCORING CRITERION FOR TECHNICAL EVALUTION*

% of Possible Points

Interpretation Explanation for Percentage Points

0% Inadequate Response does not include or fails to address the requirements being scored. The omission(s), flaw(s), or defect(s) are significant and unacceptable.

1%-30% Barely Adequate

Response addresses the requirements being scored, but there are one or more omissions, flaws, or defects or the requirements are addressed in such a limited way that it results in a low degree of confidence in the proposed solution.

31%-80% Good

Response fully addresses the requirements being scored with a good degree of confidence in the Applicant’s response or proposed solution. No identified omission(s), flaw(s), or defect(s). Any identified weaknesses are minimal, inconsequential, and acceptable.

81%-100% Excellent or Outstanding

Response fully addresses the requirements being scored with a high degree of confidence in the Applicant’s response or proposed solution. Applicant offers one or more enhancing features, methods or approaches exceeding basic expectations.

*Scoring Criteria for Value Added Experience & Qualificaons is included in the Evaluaon Criteria chart below.

In assigning points for individual rang factors, evaluators may consider issues including, but not limited to, the extent to which a proposal response:

3. EVALUATION CRITERIA

The Evaluaon Criteria provided below outlines the total points available for each requirement. By referring to the Scoring Criterion Guidelines, the panel will determine the percentage of points to allocate to each requirement. This percentage is then mulplied by the total points available for that requirement to derive the score.

The proposed team's value-added experience and qualificaons will be assessed and assigned a point range corresponding to the extent to which these atributes enhance the project.

The total score for each Proposal will be the average of the combined scores of all panel members.
