5.1 BACKGROUND: The County is soliciting proposals for telehealth services to support the Chatham County Behavior Health Unit (BHU) under the leadership of the Chatham

County Police Department in partnership with Chatham Emergency Services by providing professional telehealth services, including consultation, diagnosis (when needed), treatment and referral services for primary and behavioral health issues via platforms such as video or phone. The Contractor will take calls from staff associated with the BHU (primarily CCPD and Chatham Emergency Services) while in the field from devices such as Mobile Data Terminals (MDTs), cell phones and/or tablets. The contract award will be for one (1) year with the option to renew for four (4) additional one (1) year terms. 2. Contractor will provide access to a customizable telehealth platform via web, phone, and/or mobile device in a setting (private workspace) to ensure HIPAA privacy and freedom from controllable distractions.

6. Contractor will connect clients to an array of health-care providers with minimal wait time for both on-demand intervention and on-going services. Minimal wait time means within two (2) business days for non-acute concerns and immediately

(i.e., within 15 minutes for on scene request) if an acute risk.

Contractor will obtain appropriate consent from patients to receive treatment, share their notice of privacy practices, and must have the ability to integrate into Julota in order to share all records. Julota is a community data platform that allows care coordination among various community-based service providers, first responders and the judicial system.
