About this file
This document is an Addendum to Request for Proposal (RFP) #22-25 for a General Reassessment of Large Industrial Properties in the City of Hopewell, Virginia. The scope of work requires the successful offeror to appraise six (6) large industrial properties at their fair market value as of January 2025, as required by the Code of Virginia. The Addendum clarifies that the City is looking for one appraisal value for each plant owner's real estate assets, rather than separate appraisals for each parcel. The Addendum also states that the offeror's proposal should include a list and brief description of similar appraisal work completed in the past, but the submission of redacted full appraisal reports is not required.
The contract resulting from this RFP is for the general reassessment of the large industrial properties, and does not include regular maintenance work generated by permits, which will remain the responsibility of the Assessor's Office. Pricing terms, set asides, incumbent information, and funding sources are not specified in the Addendum. The contract term and any renewal options are also not provided.

Text version
1. Are you looking for a separate value for each parcel #, so 23 different appraisals? Or one appraisal value for each plant/property owned by a company, i.e. one appraisal for the Advansix property that includes 12 parcels, which may or may not be contiguous?
Response: Yes, one appraisal for each plant owner. The report can list values separately for each plant owner without performing a separate written appraisal on your example of 12 parcels. We are valuing the real estate assets of each parcel for ad valorem purposes that the plant owns as a whole.
2. Page 13 of the RFP states the appraiser's proposal should include examples of similar work completed in the past. Would you like a list of similar properties appraised? Or redacted full appraisal reports?
Response: A list of property types you have appraised that are similar to the parcels listed in the RFP and a brief description of the scope of the work you performed in the past should be included.
It is at the discretion of the Offeror to attach a redacted report, but not required.
Please sign and include this form as part of your bid response to verify receipt of Addendum # 1.
