About this file
This document is a Questions and Answers response for RFP No. 210000000821 issued by the State of Michigan Department of Technology, Management & Budget (DTMB) for mail order incontinence supplies and services, involving both Michigan and Wisconsin Medicaid beneficiaries. The RFP addresses a mail order incontinence supplies program serving approximately 18,000 current Michigan beneficiaries and 8,000 current Wisconsin beneficiaries. The Statement of Work outlines general contractor requirements including call center capabilities, verification services, and subcontractor disclosure requirements. Key operational requirements specify that Michigan claims will be submitted through CHAMPS, while Wisconsin claims will be submitted through the ForwardHealth Portal. The contractor must establish provider enrollment with both states and maintain service capabilities to confirm beneficiary supply needs based on individual insurance plan requirements.
Pricing submissions are to be made through the SIGMA Vendor Self Service Portal with a minimum entry amount of $1.00, with the complete Schedule B pricing document attached to the proposal. The State reserves the right to consider total cost-of-ownership factors, including transition and training costs, during proposal evaluation. Estimated transition costs for both Michigan and Wisconsin are identified as internal costs that may be factored into the award recommendation. Payment for Michigan beneficiaries will be made via Electronic Funds Transfer through CHAMPS, while Wisconsin will provide payment through its own method, allowing contractors to request either EFT or paper check upon enrollment. Quick payment discount terms do not apply to this contract. The document clarifies that subcontractors include commercial carrier services such as Federal Express and the United States Postal Service.
