About this file
This is Amendment #1 to Request for Proposal #2027-2000-0046 issued by the State of Alaska Department of Corrections, Division of Administrative Services, addressing Substance Use Disorder (SUD) Treatment Services at Wildwood Correctional Center (WCC) in Kenai, Alaska. The amendment was issued on July 20, 2026, and contains clarifications through a Question & Answer section addressing potential offerors' inquiries regarding program requirements and implementation. The amendment specifies that all other terms and conditions of the original RFP remain unchanged, and offerors are required to sign and return the amendment document with their proposals or risk rejection. Contact information is provided through Allan Oyao, Procurement Specialist 3, at (907) 269-5910 or allan.oyao@alaska.gov.
The amendment clarifies four critical requirements for prospective offerors. National accreditation is not required; instead, offerors may obtain a Department Approval Certificate through a memorandum of agreement with the Department of Corrections under AS 33.30, with no specific timeline mandated for obtaining this certificate during the proposal period. There is no cap on the number of provisional Qualified Addictions Professional (QAP) staff that can be assigned to the contract, provided they hold provisional QAP approval and a department-approved SUD Training Plan. The program will provide on-site services only, with no consideration for virtual health service delivery proposals. Offerors must register with Mr. Oyao and be added to the vendor list upon downloading the RFP documents to receive all subsequent amendments and ensure their bids are not deemed non-responsive.

Question & Answer:
Question 1: Since this program would be operated for the Department of Corrections under AS 33.30, we understand it may fall under 7 AAC 70.140 rather than the general community behavioral health provider accreditation track in 7 AAC 70.150. Can you confirm whether the Department Approval Certificate for a DOC-operated program is obtained through a memorandum of agreement (or similar arrangement) with DOC, rather than full national accreditation through DOH DBH?
Answer: The offeror does not need to be nationally accredited.
Question 2: Is there a typical timeline for a new offeror to obtain this certificate, and can that process begin during the proposal period, or only after contract award?
Answer: The offeror does not need to be nationally accredited. So, no timeline is needed.
Question 3: For staff who hold provisional QAP approval and a department-approved SUD Training Plan, is there a cap on how many provisional (versus full) QAP staff can be assigned to the contract at one time?
Answer: No cap on provisional QAP staff.
Question 4: Is the DOC interested in virtual health proposals for the services requested, or is the DOC only seeking on-site services?
Answer: This program is for on-site services only.
