About this file
This is Addendum #3 to RFP #2027-2000-0004 issued by the State of Alaska Department of Corrections, Division of Administrative Services, clarifying licensing requirements for Mental Health Clinicians (MHCs). The RFP solicits proposals for statewide behavioral health services across thirteen correctional facilities, with an anticipated need for 21 MHCs—20 assigned to specific facilities and 1 traveling clinician serving remote locations in Nome, Ketchikan, and Bethel. The proposal deadline is March 2, 2026, at 2:00 PM Alaska Standard Time, with contract issuance targeted for March 12, 2026. The contract term runs from July 1, 2026, through June 30, 2027, with optional one-year renewals available through December 30, 2030. Between two and four separate contracts may be awarded depending on the number of responsive proposals received.
The addendum revises the department's response to Question 23 regarding MHC licensure, establishing that the department's preference is for contracted MHCs to hold Alaska state licenses in their field of study within the behavioral sciences. Offerors must acknowledge this addendum in their proposals. Interested vendors must register with Benjamin Baker at benjamin.baker@alaska.gov to receive subsequent amendments and be added to the vendor list; failure to register may result in proposals being deemed non-responsive. Minimum qualifications include five years of correctional behavioral health staffing experience for agencies or two years of psychotherapyic casework in a correctional setting for individuals, with all MHC staff required to meet Alaska's MHC II qualifications at minimum. Required insurance includes Workers' Compensation, Commercial General Liability ($300,000 minimum), Commercial Automobile Liability ($300,000 minimum), and Professional Liability ($500,000 minimum).

The response from the department for Question 23 from Addendum #2 has changed. The original response is to be disregarded in its entirety.
23. Do MHCs need to be licensed in the State of Alaska. If yes, do they need licensure when an offeror submits a proposal or can licensure be obtained for MHC's once a contract for these services is awarded?

This addendum is considered part of the Request for Proposal (RFP) and is to be acknowledged in the offeror’s proposals.
