About this file

This is a Questions and Answers Summary document for the State of Maine's 2026 Solid Waste Diversion Grant Program Round II (RFP #202608132), providing clarification on eligibility requirements and application procedures for waste diversion projects. The program accepts proposals from municipalities, nonprofits, educational institutions, and private businesses operating within Maine, with proposals due October 2, 2026. Eligible project costs include equipment purchases, leasing arrangements, labor, infrastructure improvements, and administrative expenses directly related to waste diversion activities such as composting, recycling, and other landfill diversion initiatives. The RFP requires detailed cost proposals, implementation plans, and outcome metrics demonstrating measurable environmental benefits and community impact. New organizations and those establishing new facilities are eligible to apply; however, grant awards will not be disbursed until required licenses are obtained.

Key application requirements include submission of vendor quotes only for vehicle purchases, with quotes specifying make, model, VIN number, and operational enhancement details; site drawings are not required if no facility construction or renovation is proposed. For new 501(c)(3) organizations, financial statements with three-year budgeting and financing plans are acceptable in lieu of full financial history. Applicants must secure all necessary additional project funding at the time of application or provide letters from lending institutions demonstrating intent to fund remaining costs; loans cannot be taken after grant award to cover project shortfalls. The Department retains discretion to partially fund requests deemed meritorious but not fully justified. Co-applicants proposing shared facilities or equipment must submit separate organizational charts with one designated as the primary awardee; only one grant award will be given per specific facility or project, though individual organizations may share obtained equipment post-award.

Q&A Summary
QuestionAnswer
May funds be used to lease, rather than buy, a refrigerated vehicle and if so, are monthly lease payments, mileage charges and bundled maintenance eligible expenses, and what quote, vehicle, and lease information must be submitted with the proposal.Yes. All expenses associated with a lease proposal must be listed in detail on the Cost Proposal Sheet included in RFP #202608132. In addition, similar to vehicle purchase provisions of Part IV, Section 3.e.ii of the RFP, all applications for proposed vehicle leases must provide a quote for the lease that includes make, model, VIN Number, and a detailed description on how the vehicle will enhance existing operations or create new ones.
We will not seek funding for construction or facility costs. As such, is a site drawing required when no facility construction, renovation or improvement is included in the proposed project? No.
The RFP expressly requires a dealership quote for a proposed vehicle purchase. Are vendor quotes also required for other proposed equipment, such as material-handling equipment, food-safe transport containers, temperature-monitoring devices, etc.No. We currently only require that information for vehicle purchases.
Our org is a new 501c3 in 2026 with a strong financial position and significant infrastructure to do the proposed work. Will a financial statement with explanation, and our 3 year budget and financing plan suffice for 3 yr financial history?Yes.
Does the Department use its discretion to partially grant a request if it feels the request has merit but feels the entire amt is not justified?Yes.
Can i apply without my own licensed composting site, using a sponsored site for a shared trommel screener co-bidder item? Could we each request the full amount or would my application count towards the sponsor's grant requestYes. An applicant may apply for a grant to open a new compost site. However, grant funds will not be awarded until the applicant has received their license, if one is required. If the applicants are proposing a shared site, they may apply as co-applicant's, but only one grant may be awarded to a specific facility or project.
If I apply with another entity, do we need to submit a combined organizational chart, or our own separate documents?Separate org charts are preferred and one of the co-applicants needs to be considered the primary awardee.
Does a minor revision to a compost facility license need to be approved before submitting a grant application? No. However, grant funds will not be awarded until the applicant has received their license, if one is required.
Can two organizations submit their own applications that include the purchase of shared regional equipment? For example, can I request funds for a screener, and can another org request funds for that same item, which will be shared 50/50?No. However, any applicant may choose to share any obtained equipment purchased with their award.
If grant is approved, but does not cover the full cost of the item to be purchased, can I take out a loan for the balance owed? Ex: I want to buy a piece of equipment for $150k, and the grant is for $75k, can I take out a loan for the remaining $75k?No, the applicant must have secured all necessary additional funding at time of application. Applicants may include (at time of application)a letter from their bank or lending institution (on the funding institution's official letterhead), demonstrating an intent to fund any remaining project costs.
