About this file

This is a Question and Answer Summary document related to RFP 202603058 issued by the State of Maine Department of Secretary of State, Maine State Archives for a comprehensive records management system. The State seeks a web-based, cloud-based software solution to replace its current Microsoft Access-based records management system and handle approximately 85,000 to 100,000 physical boxes of records stored across multiple warehouses. The system must support records retention scheduling, transmittal tracking, disposition management, warehouse location tracking using 8-digit location codes across multiple facilities, and role-based access for approximately 632 authorized users (22 MSA staff, 130 Records Officers, 115 Assistant Records Officers, and 365 Cardholders) plus administrative personnel. The solution must integrate with existing barcode scanning and WASP technology platforms, produce barcodes with optional RFID support, and provide dashboard analytics with customizable reporting for daily tasks, priorities, alerts, and retrieval statuses. Vendor questions were due April 16, 2026, at 4:00 p.m., with proposals due May 4, 2026, at 4:00 p.m. via the Vendor Self Service system. The initial contract period runs from July 1, 2026, through June 30, 2027, with two optional renewal periods extending through June 30, 2029, and June 30, 2031.

The anticipated budget for this procurement is $150,000. Bidders must satisfy four mandatory pass/fail eligibility requirements: data storage capability across geographically disparate US locations with at least two continental sites 500 miles apart, encryption of all data in transit and at rest, commitment to perform initial customizations and maintain code for compliance with Maine records management laws, and provision of support within the State of Maine including onsite training, remote support, password resets, account access management, multi-tier escalation handling, ticketing systems, database maintenance, backup and disaster recovery support, bug fixes, software updates, and performance monitoring. The awarded vendor must obtain one of three acceptable security certifications: FedRAMP certification at the appropriate data impact level, ISO/IEC 27001 certification, or annual SOC 2 Type II audit reports. The procurement specifies net 30 payment terms and anticipates one award. No set-aside designations, incumbent vendors, or current contractors are identified in the documentation.

Q&A Summary
QuestionAnswer
What is the current system being used for Records Management? The current system, Microsoft Access, is a relational database management system, created in the early 1980s.
For the migration of records in the current system to the future solution, can you provide additional detail about quantities, formats, etc.? Can you export documents to a store with a CSV or XML of metadata and a document ID connecting the document85-100k; physical boxes, data is stored in Microsoft Access and can be exported into CSV metadata, and all containers have an ID. Innumerous State Agency, General and Local Government schedules (or retention schedules) outlining necessary retention periods and final disposition (destruction or archival storage) for public records.
Please provide a scenario where you describe what you envision for "Optimize organizational workflows for membership data, governance documents, and archived records" - Project objectives item 10.Set up systems and processes so that Agency information, members, organizational documents, and records are organized, easy to manage, secure, and handled consistently from creation to archiving.
Are you looking to have existing paper records that are not currently in the system scanned and added (backfile)? No
Are you looking to export and digitize microfiche content or treat the film as physical records? No
Can you share examples of what is included in a transmittal form?End User submits

What existing membership databases and CRM platforms should be integrated seamlessly with the future solution?Microsoft Access is the existing records management system.
What dashboard, data analytics and visualization information is desired? An intuitive dashboard that provides a visual, customizable control panel that shows staff practical summaries or reports, including daily tasks, priorities, alerts, exceptions. litigation holds, retrievals and returns. Charts, graphs, and tables to help users track performance.
Can you elaborate further about the ask for "support for barcode creation and support legacy existing barcodes with optional RFID support"?MSA currently uses multiple platforms to manage archival and destroy records, some use barcode scanners, others use WASP technology, the goal is to manage all records with physical boxes in one platform and maintain legacy information.
Is there a need for RFID readers, etc., should the system produce the barcodes or are barcodes created by another program and then maintained in the system?Yes, there is a need to use barcode scanners. The system should produce barcodes and be able to manage legacy information.
Are you currently using any Barcode or RFID technology to manage physical records and, if so, what are the solutionsBoth Bluetooth barcode scanners and WASP technology are used to manage physical records.
Please explain how you envision this working: assign and monitor Warehouse bay/shelf/volume locations. Are you seeking a solution that does warehouse location management?Yes the solution would include multiple warehouses location management using 8 digit locations. It would assign an area, isle, bay, row, or shelf placement of physical records. It would include retrieval and return statuses for records, Status (Waiting / In Progress / Completed)

Priority (Urgent / Normal) Assigned worker Due time

Please describe the State-approved SIEM system and what formats of documents it accepts? We require logs to be provided in any of the following formats:
•Plaintext Logs: Standard unstructured log files, which can be parsed using ingest pipelines.
•Structured Logs (JSON): JSON-formatted logs are natively supported and indexed efficiently.
•Common Event Format (CEF): Specifically supported for security and firewall logs, which can be read from files or received via TCP/UDP.
•Syslog: Standard network logging format.
•CSV: Supported via custom ingest pipelines.
•ECS-Formatted Logs
Is FEDRAMP certification an absolute necessary requirement? Says that it could be one of three options, but we wanted to know if it's essential. There must be one of the following, or combination thereof, acceptable third-party audit reports for SaaS and hosting cloud environment:
1.Maintain a Federal Risk and Authorization Management Program (FedRAMP) certification for the appropriate data impact level (e.g., Moderate, High);
2.Maintain an International Organization for Standardization/International Electrotechnical Commission (ISO/IEC) 27001 certification; or,
3.Provide annually a Service Organization Control (SOC) 2 Type II audit report with the appropriate trust principles.
How much data is anticipated to be stored in the system and how many users will have access to it?Because all the data stored currently is textual the current data size is small, less then a GB, we do anticipate the potential of being able to store related documentation directly in the system, which will obviously increase the size but we estimate that it would be well less than a TB.
How many full named users will be logging into the system to interact and input/scan content into the system?Microsoft Access is continuously updated and reflects data as it exists at the time of access. The records management solution would provide access to the system through role-based permissions, including administrative users, authorized users, and view-only users. IT (Admin rights, unknown qty) MSA Staff (22), Records Officers (130), Assistant Records Officers (115) and Cardholders (365).
What is your anticipated budget?150k
Our question is around Part I.C Eligibility Requirements: What specifically is meant by "the Bidder is required to have support for this system within the State of Maine?" Does this mean Eastern Standard Time/hours, onsite support, or something else?Support meaning it could be local, onsite training, and/or remote User support (login issues, errors, basic troubleshooting).

Password resets and account access Tier 1 / Tier 2 / Tier 3 escalation handling Ticketing system for tracking issues Database maintenance and optimization, Backup and disaster recovery support Bug fixes and issue resolution Software updates and patches Performance monitoring and tuning
