About this file

This is a Questions and Answers Summary document for RFP 202602024, issued by the Maine Commission on Public Defense Services, addressing inquiries regarding case management and mitigation support services for indigent defendants and youth. The RFP seeks qualified bidders to provide comprehensive assessment, coordination, and barrier reduction services including assistance with housing, employment, mental health treatment, substance use treatment, and release planning. Services will be delivered on a referral basis and may be performed at the bidder's facilities, state facilities, or in the community. The Department anticipates awarding contracts to three bidders capable of providing statewide or county-specific coverage. Proposals were due March 30, 2026, at 4:00 p.m. local time, with questions due by March 16, 2026. The initial contract period runs from May 1, 2026, through April 30, 2028, with three optional one-year renewal periods extending through April 30, 2031.

Bidders must propose a single hourly rate applicable to all service types, including direct client services, mitigation work, training, and travel time. The Department anticipates sufficient referral volume to support at least three full-time case managers, with minimum annual hours of 1,500 and maximum of 2,000 per staff member. Qualified bidders must hold a minimum bachelor's degree in psychology, sociology, social and behavioral science, social work, or related field; no specific licensures or certifications are required. There is no incumbent vendor currently providing these services. Subcontractor costs and certain technology expenses, such as software for video preparation, should be calculated into the hourly rate or negotiated as expenses with the Department. Attorney training is anticipated to occur no more than once per quarter and last approximately one hour, with specifics to be negotiated. The Department will not seek best and final offers, and contract negotiations will follow the award decision, subject to State Procurement Review Committee approval.
