About this file

This is a Solicitation Amendment issued by the State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, amending RFP 202602017 for In-Person Spoken Language Translation Services and Over-The-Phone Interpreting (OPI) Services. The amendment, effective October 16, 2025, modifies the location requirements for OPI service delivery. Originally, the RFP preferred OPI services be provided exclusively from professional facilities; the amendment now permits OPI services to be delivered from secure, well-equipped home offices or remote locations, provided bidders express this intent in their proposal and describe their methods for guaranteeing confidentiality, ensuring call clarity, and addressing connectivity complaints. The underlying RFP seeks to establish a Pre-Qualified Vendor List (PQVL) to support limited English proficiency clients across multiple Maine government entities, with proposal submissions due June 1, 2026, and PQVL term beginning January 1, 2027. Bidders may propose for in-person interpretation, OPI services, or both, with in-person interpreters providing hourly rates across five service categories and varying availability schedules, while OPI providers submit a single fixed per-minute rate. Services must be available 365 days annually, 24 hours daily, with OPI connections required within 30 seconds.

Evaluation of proposals occurs on a 100-point scale assessing Organization Qualifications and Experience (35 points), Proposed Services (40 points), and Cost Proposal (25 points). Pricing must remain firm for three years, with adjustments only permitted at contract renewal with documented justification. All providers must comply with HIPAA regulations, maintain Business Associate Agreements, and adhere to confidentiality standards. The RFP contains no incumbent vendors, set-aside designations, or restrictions limiting eligibility by organization type. Following PQVL establishment, the Department will utilize a mini-bid process to award specific projects to pre-qualified vendors based on project-specific cost proposals. Vendors may be removed from the list for performance failures, unsatisfactory service quality, inability to provide services, or unresponsiveness to solicitations. The RFP does not disclose a specific award value or budget range.
