About this file

This is a Request for Proposals (RFP) issued by Hays County, Texas, for Disaster Recovery Debris Monitoring Services. The County is establishing a pre-event contract on an as-needed basis to prepare for future man-made or natural disasters. The selected Disaster Monitoring Contractor (DMC) will advise and support the County during disaster recovery efforts, coordinate with and monitor the County's debris removal contractors (DRC), and recommend efficiencies to improve and expedite recovery work. Qualified contractors must demonstrate experience in disaster and debris monitoring services across the preparation, response, recovery, and mitigation phases of emergencies or disasters. The RFP solicits proposals from firms capable of managing these services in coordination with County operations during disaster events.

The document establishes a framework for on-call disaster debris monitoring services that will be activated only in the event of a qualifying disaster. The contract structure allows the County to engage the DMC as needed rather than on a continuous basis, making this a contingent service agreement. Specific pricing terms, contract duration, renewal options, and funding mechanisms should be detailed within the full RFP document, which would outline the compensation structure, performance metrics, and conditions under which the DMC's services would be activated and utilized during actual disaster recovery operations.
