About this file

This is Addendum #02 to RFP #2026-603 issued by the Housing Authority of the City of Hartford (HACH) for PHA-wide lead-based paint abatement and hazard reduction services across multiple Hartford properties. The addendum, dated May 21, 2026, revises the bid form, updates wage rate determinations effective May 18, 2026, and clarifies scope modifications. Key scope changes include deletion of lead-based paint hazard reduction work at Mary Mahoney Village (73-81 Vine Street), though specialized cleaning for dust-lead hazards at that site remains included, and revision of bare soil quantity at 124-126 Wooster Street from 30 to 80 square feet. The revised bid form requires submission by 2:00 PM on May 28, 2026, to HACH at 180 John D. Wardlaw Way, Hartford, CT 06106. Bidders must submit detailed pricing for three primary work categories: specialized cleaning for dust-lead hazards, lead-based paint abatement, and lead-based paint hazard reduction, along with pricing for deduct alternates and unit prices for specialized cleaning services. The contract term is 180 calendar days from the Notice to Proceed with liquidated damages assessed at $500 per day for project delays.

Prevailing wage rates apply to work at Betty Knox Apartments (141 Woodland Street) and Kent Apartments (188 Sigourney Street) under General Decision CT20260021, and at all other buildings under General Decision CT20260008, with both determinations updated to Modification Number 2 as of May 18, 2026. A bid guaranty of 5% of the base bid minimum is required in the form of bid bond, bank draft, certified check, or U.S. government bonds for bids exceeding $25,000. The award will be made to the lowest responsible bidder, and HACH reserves the right to increase or decrease the award based on unit prices and fund availability. This is a federally assisted project subject to HUD requirements, including compliance with the Housing and Urban Development Act of 1968, Executive Order 11246 equal employment opportunity provisions, Davis-Bacon Act prevailing wage determinations, and the Contract Work Hours Standard Act. All Connecticut state taxes are excluded from the bid sum. The bidder's offer remains open for acceptance for 90 days from the bid opening date, with the selected contractor required to execute the contract and furnish required bonds within ten days of acceptance and commence work within thirty days of written Notice to Proceed.
