About this file
The document is a Questions and Answers (Q&A) file for RFP 2026-1600-0028 issued by the State of Alaska's Department of Health, Division of Behavioral Health. The RFP seeks a Behavioral Health Provider Support Organization to implement the Behavioral Health Reform 1115 Waiver Demonstrations, with the primary objective of developing strategies to recruit regional Medicaid behavioral health providers across Alaska's nine regions. The solicitation was issued on June 27, 2025, with proposals due by July 31, 2025, at 12:00 pm Alaska Time, and an anticipated contract award date of November 10, 2025. The contract will run for approximately three years with five one-year optional renewals, focusing on provider mapping assessments, developing annual action plans, and conducting provider recruitment activities.
The contract has an initial budget of $990,000 and a total estimated budget of $2,640,000 over eight years, including a one-time communication credit of $30,000 to the state. The contractor must work with approximately 180 providers and integrate with existing tribal health programs and the state's behavioral health infrastructure. Evaluation will be based on technical criteria, cost, and potential Alaska bidder preferences, with 1,000 available evaluation points. Key personnel requirements include an Executive Director and a Provider Relations Manager with specific experience qualifications. The project involves up to 20 provider visit trips per year, with additional trips to Juneau or Anchorage, and aims to create an integrated, recovery-oriented behavioral health care system that addresses Alaska's unique geographical challenges.

| Number | RFP Section | Question | Answer |
| 1 | Section 3.01 & 3.02 | The regional development action plan would presumably be based off of the service gaps and provider coverage that is found through the provider mapping assessment. Is it the intention of the state to have an initial development action plan (and thus a communication credit and travel plan) that does not include the findings from the initial assessment? | The intention is for the vendor to develop the initial provider mapping assessment within 90 days of the contract start date. Findings from this assessment should be used in the development of the regional capacity development and support action plan, communication credit, and travel plan, which are to be submitted within 60 days of delivery of the initial Provider Mapping Assessment, and annually at a mutually agreed upon cadence. See RFP Amendment 1, Change 1. |
