RFP 2026-1000-0342 Amendment 3 Summary
This is an amendment to a Request for Proposals issued by the State of Alaska, Department of Natural Resources, Division of Forestry & Fire Protection for the development of a Community Wildfire Protection Plan (CWPP) for the MTNT Region, consisting of McGrath, Takotna, Nikolai, and Telida. The CWPP will identify wildfire risks and community vulnerabilities, prioritize fuels mitigation and wildfire preparedness projects, support coordination among communities and agency partners, and establish community-supported wildfire resilience priorities. The resulting plan must meet applicable DFFP standards and federal guidance under the Healthy Forests Restoration Act. Amendment 3 extends the proposal deadline to September 11, 2026, at 2:00 PM AKST (previously September 8, 2026). The questions deadline remains August 22, 2026, at 3:00 PM Alaska Time. The anticipated contract term is approximately 18 months from award through project completion, with potential for month-to-month extensions. All other RFP terms and conditions remain unchanged.
The estimated contract value is between $100,000 and $200,000, with proposals exceeding $200,000 deemed non-responsive. This is a firm fixed-price contract with payment based upon completion and acceptance of negotiated project milestones. An Alaska Offeror Preference of 10 percent applies to offerors holding a valid Alaska business license prior to the proposal deadline. Subcontractors and joint ventures are not permitted. Evaluation allocates 50 percent of points to cost, with the remaining 50 percent distributed among experience and qualifications (10 percent), understanding of the project (10 percent), methodology (10 percent), and management plan (10 percent). Offerors must demonstrate prior experience developing CWPPs or related wildfire planning documents, working with rural or remote Alaska communities, coordinating with Tribal governments and land management agencies, conducting wildfire risk assessments, providing GIS mapping compatible with Esri ArcGIS, and conducting meaningful public engagement. The Procurement Officer is Madelyn Lowe at (907) 761-6357 or madelyn.lowe@alaska.gov.
