About this file
This is Amendment #2 to RFP 2026-0400-0239 issued by the Alaska Permanent Fund Corporation (APFC), a division of the State of Alaska Department of Revenue, seeking institutional investing legal services. The amendment, issued April 8, 2026, serves an informational purpose and does not require return with proposals. The original RFP, issued March 26, 2026, requests proposals from experienced law firms to provide bond and disclosure counsel services and advise on legal matters related to the Corporation's institutional investment activities across multiple asset classes. Proposals must be submitted electronically to procurement@apfc.org no later than 2:00 PM Alaska Standard Time on April 16, 2026. The contract term runs from June 1, 2026, through May 31, 2031, with five one-year renewal options available. A Notice of Intent to Award is anticipated May 6, 2026, with contract execution targeted for June 1, 2026.
Amendment #2 specifically updates Section 5.05 (Firm Organization and Resources) and Section 5.06 (Lead Attorney and Key Project Personnel) to clarify submission requirements regarding the firm's proposed organization, work plan, and approach for providing bond and disclosure counsel services, as well as the responsibilities, time allocation, and identification of the lead attorney and other key attorneys. The RFP establishes two distinct lots with differentiated experience requirements, and pricing will be negotiated based on hourly rates for attorneys at various levels. Qualification preferences are available to offerors holding valid Alaska business licenses, including Alaska Bidder Preference, Alaska Veteran Preference, and Alaska Military Skills Program Preference. Professional liability insurance is required with minimum limits ranging from $300,000 to $1,000,000 depending on contract value, and all services must be performed in the United States unless specifically related to foreign investments and authorized by APFC. No specific contract amount has been designated, and contract approval is contingent upon legislative appropriation.
