About this file
This is a Clarifying Questions and Answers document related to RFP 2026-01 issued by Clackamas County, Oregon, for Last Mile Shuttle Services. The RFP seeks proposals from qualified private firms to operate four deviated fixed-route shuttle services: the Oregon City Last Mile Shuttle, Clackamas Industrial Shuttle, CCC Xpress Shuttle, and Estacada Shuttle. The services encompass 12,565 annual vehicle revenue hours during weekday operations for Fiscal Year 2026-2027, with potential weekend service expansion in subsequent years. The contractor will operate a fleet of ten County-owned, ADA-compliant cutaway buses with 12-14 passenger capacity. Proposals must be submitted electronically through Bid Locker by March 12, 2026, at 2:00 PM Pacific Time, with an anticipated contract start date of July 1, 2026. The initial contract term runs through June 30, 2028, with extension potential through June 30, 2031, subject to service performance and funding availability. Only qualified firms with a minimum of five years of verifiable experience providing similar shuttle services will be considered.
Compensation is structured on a monthly revenue hour rate basis with fixed fees through June 30, 2028, followed by potential annual increases not exceeding the Consumer Price Index (maximum 3%). The contractor assumes all operational costs including drivers, dispatch, administration, and miscellaneous expenses, while the County directly funds fuel and preventative maintenance. The contractor must maintain comprehensive insurance coverage including $1,000,000 commercial general liability per occurrence with $2,000,000 annual aggregate and $1,000,000 automobile liability. Liquidated damages of $250 per missed run apply if the contractor exceeds two missed runs per week. The contract is funded in whole or in part by the Oregon Department of Transportation under HB 2017 State Transportation Improvement Funds, making the program subject to funding availability and potential service reductions. The RFP does not specify set-aside designations or restrictions limiting bidder eligibility, and no incumbent vendors or current contractors are identified. The County reserves the right to terminate the contract with sixty days' written notice or immediately upon breach if not cured within ten days, while the contractor may terminate with 120 days' notice.
