The RMC seeks a qualified independent appraiser licensed under California's Real Estate Appraisers' Licensing and Certification Law who did not conduct the original appraisal and has no financial interest in the project. Key deliverables consist of at least three meetings (including a kickoff meeting, draft appraisal review meeting, and final review meeting with DGS), a comprehensive property inspection of all 483 acres, and a narrative review report with findings and conclusions. The proposal deadline is Monday, July 13, 2026 at 12:00 PM, with bid opening scheduled for the same day at 2:00 PM via Microsoft Teams. Award is expected in mid-July 2026, with contract start no earlier than July 20, 2026. The estimated contract amount is budgeted at no more than $30,000 for a three-month term, with an option to extend by up to one year by mutual agreement. The final independent review report is due August 30, 2026, and will be provided to the Department of General Services.

The contract pricing is based on a detailed cost proposal breakdown including all applicable taxes, travel expenses, copying, postage, and other costs without separate or additional billings. Proposers must provide hourly billing rates for staff and subcontractors and a maximum hourly rate for additional appraisal consultation services. A Disabled Veteran Business Enterprise (DVBE) participation requirement of 3% is mandatory for responsiveness, with an incentive program providing up to 5% adjustment on bids for DVBE participation meeting or exceeding minimum goals. A 5% Small Business preference is also available, with a maximum preference cap of $50,000 for any single bid. Prevailing wage requirements pursuant to California Labor Code Section 1774 apply to all workers. The project is funded through state grants and is subject to approval by the Department of General Services, State Controller's Office, and State Treasurer's Office. Proposers must be California-registered businesses, cannot be listed on tax delinquency lists, and must meet minimum qualifications as Certified General Appraisers with USPAP proficiency and prior experience with state-funded projects. Request for Proposal (RFP)

State of California San Gabriel & Lower Los Angeles Rivers and Mountains Conservancy (RMC)

The San Gabriel & Lower Los Angeles Rivers and Mountains Conservancy (RMC) is issuing a Request for Proposal (RFP) for independent appraisal review services of approximately 483 acres of vacant land referred to as the West Coyote Hills (WCH), a master planned property in northern Orange County. The objective of this RFP is to select an appraiser (Contractor) that is best qualified to provide an opinion about the quality of the appraisal report under review (without the reviewer’s own opinion of value), the reasonableness of the fair market value conclusions, and whether or not the appraisal conforms the Uniform Standards of Professional Appraisal Practice (USPAP) currently adopted by the Appraisal Standards Board of the Appraisal Foundation and Department of General Services’ Real Estate Services Department (DGS-RESD) Appraisal Specifications

I. PROJECT OVERVIEW AND DESCRIPTION

The Rivers and Mountains Conservancy (RMC) is a State agency whose mission is to preserve open space and habitat in order to provide for low-impact recreation and educational uses, wildlife habitat restoration and protection, and watershed improvements. The RMC territory includes the San Gabriel and Lower Los Angeles Rivers watersheds in 68 cities and portions of Los Angeles and Orange Counties.

The West Coyote Hills is located in the northwestern portion of the City of Fullerton (City) in Orange County. It is west of Euclid Street, east of South Beach Boulevard, north of Rosecrans Avenue, and south of the City of La Habra’s West Nicklaus Avenue. The West Coyote Hills was a major oil field that operated for the majority of the twentieth century;

however, extraction ceased in the 1970s. The Property is part of an approximately 510-acre tract of prime real estate for residential development since it is the largest remaining tract of undeveloped land in north Orange County.

Since West Coyote Hills ceased oil production in the 1970s, the City has been working to implement a comprehensive redevelopment plan for the site. In 2015, the City approved a Vesting Tentative Tract Map (VTTM) 17609 that allows for the subdivision of the 510-acre site into 775 lots. These lots were divided and identified as nine (9) different neighborhoods and areas to be dedicated to the City as open space as development is phased. The approval of VTTM 17609 also allowed the City to purchase the property to be permanently deed restricted for open space and park resource conservation purposes.

In December 2021, the City acquired Neighborhoods 1 and 3, approximately 24.1 acres of the 510-acre site. Presently, the owner has expressed interest in selling an additional approximately 483 acres, including Neighborhoods 4 through 9 and Open Space Dedication Areas A through C. The subject property (Property) is identified as Orange

County Assessor Parcel Numbers 287-081-24 (portion), 287-081-25, 287-081-26, 287- 081-48, 287-081-51, 287-081-52 (portion), 287-081-53, 287-081-54, 287-082-27, 287- 082-28, 288-091-12, 288-091-13, and 288-091-14.

Ultimately, if the Property is acquired for conservation purposes, habitat including coastal sage scrub, clustered tarweed, elderberry woodland, southern cactus scrub, and toyon-sambucus chaparral would be preserved. The Property also supports habitat for the federally threatened Coastal California gnatcatcher and sensitive Coastal cactus wren.

Other benefits would include public access and recreation, protection of open space, restoration of urban watershed health, and facilitating environmental education and stewardship.

The potential owner, the Watershed Conservation Authority (WCA) is a joint powers authority of the RMC and Los Angeles County Flood Control District. As the potential owner, WCA released a bid for appraisal services of the property on June 12, 2026 (Exhibit A). At the time of this RFP release, the appraiser has not yet been selected.

The estimated contract amount is budgeted for no more than $30,000 for a three (3)-month term, with an option to extend the contract term by up to a year by mutual agreement. The most highly qualified Contractor is expected be selected and the contract awarded in July 2026 with a start date no earlier than July 20, 2026.

The RMC does not guarantee that any work will be made under the agreement(s) during the contract period to the selected entity. Additional Deliverable: Additional appraisal consultation for additional consultation meetings and/or appraisal-related services.

These may be incurred only as requested by RMC in specific hourly increments. Note invoices shall be submitted upon completion of agreed tasks and not more frequently than once a month, in arrears.

The executed Agreement(s) may be formally amended to accommodate schedule conflicts or any unexpected costs associated with the services, by mutual consent of the RMC and the Contractor. A variation of the terms (i.e., change in project representative, change in budget) requires mutual consent from the RMC and Contractor. No verbal understanding, agreement, or amendment not incorporated into the Agreement is binding on either party.

II. ELIGIBLE PROPOSERS

Public or private corporations, agencies, organizations, associations, or individuals may submit a proposal in response to this RFP. The proposer must be legally constituted and qualified to do business within the State of California (registered with the Secretary of State). With the exception of bidders whose legal status precludes incorporation (i.e., public agencies, sole proprietorships, and partnerships), proposers that are not fully incorporated by the deadline for submitting proposals will be disqualified. The bidder must also not be listed on either list of the 500 largest tax delinquencies pursuant to Section 7063 or 19195 of the Revenue and Taxation Code.

III. MINIMUM QUALIFICATIONS FOR PROPOSERS

Proposers shall be classified as a Certified General Appraiser by the State of California Bureau of Real Estate Appraisers. This assignment is required to be consistent and in compliance with Uniform Standards of Professional Appraisal Practice (USPAP) and California DGS. The appraiser must be proficient, qualified, and have obtained the required continuing education to perform the assignment and are expected to have prior experience with performing an assignment that requires compliance with USPAP and DGS-RESD Appraisal Specifications.

The proposer must show a high level of confidentiality and work well with a diverse group of intended users and stakeholders.

IV. SCOPE OF WORK

The Contractor will conduct an independent review of the appraisal report under consideration. The independent review must be performed by a qualified appraiser who meets the minimum qualifications in Section III, did not conduct the appraisal under review, and has no financial interest in the proposed project.

The appraisal under review is expected to be completed by July 27, 2026 and will be determined at a fair market value of the property valued to the highest and best use, considering VTTM 17609. The appraiser was instructed to exclude value associated with miscellaneous outbuildings and equipment relating to a previous oil extraction operation. Valuation was to also exclude consideration for mineral and oil rights consistent with the property’s highest and best use. There is currently no purchase and sale agreement in place. However, it is to be assumed that the Property will be cleaned of environmental contamination to open space standards at the expense of the seller if acquired. A Remedial Action Plan will need to be approved by relevant regulatory agencies for the project. This remediation may not be completed by the time of closing.

The Appraiser was also instructed that the appraisal report will conform to the current editions of the following:

1. Uniform Standards of Professional Appraisal Practice (USPAP).

2. Code of Professional Ethics and Standards of Professional Appraisal Practice of the Appraisal Institute.

3. Department of General Services (DGS) Environmental Appraisal Specifications

The independent appraisal review must include a field visit, to be scheduled in coordination with the RMC, and meet the requirements of Standard 3 of USPAP. The narrative review report shall contain at least the information and opinions in Exhibit B, https://www.dgs.ca.gov/-/media/Divisions/RESD/Publications/AMB/Appraisal-Docs/Appraisal-Specifications-v3C.pdf?la=en&hash=30D71DA30E3A6F05409A92F61CBB45BFAE8FC5BD including a summary of the appraisal, a statement of the basis on which the value of the land was established, the conclusion of highest and best use, a description of the standards used to prepare the appraisal, and a determination of whether or not the appraisal meets the relevant standards listed above.

The final independent review report will be provided to the Department of General Services (DGS) to support their evaluation of the appraisal under review. The Contractor is authorized to have direct communications with the appraisal author and DGS. The RMC will provide the Contractor with the contact information of the appraisal author and staff assigned to this review at the DGS. The Contractor shall be available to answer any questions DGS may have on the independent review report provided. Revisions may be needed depending on the comments received during review. Any contact with the owner or other intended users of the appraisal should be coordinated through the RMC.

The RMC is the main client of the appraisal. Other intended users include, but are not limited to, the Watershed Conservation Authority (WCA), City of Fullerton, California Wildlife Conservation Board (WCB), State Coastal Conservancy (SCC), and United States Fish and Wildfire Service (USFWS).

Intended Use: The appraisal will be used for acquisition purposes with public and private funding. It is not intended for any other use.

VIII. PREFERENCE PROGRAMS

A. In accordance with section 999.5(a) of the Military and Veterans Code and DVBE Incentive Regulations, CCR 1896.99.100, an incentive will be given to bidders who provide DVBE participation. For evaluation purposes only, the State shall apply an incentive to bids that propose California certified DVBE participation as identified on the Bidder Declaration GSPD-05-105 and confirmed by the State.

The GSPD05-105 can be accessed at:

https://www.documents.dgs.ca.gov/dgs/fmc/gs/pd/gspd05-105.pdf. The incentive amount for awards based on low price will vary in conjunction with the percentage of DVBE participation. The following percentages will apply for awards based on low price.

Confirmed DVBE Participation of:

DVBE

Incentive 5% or over 5%

4% to 4.99% inclusive 4% 3% to 3.99% inclusive 3%

For awards based on low price, the net bid price of responsive bids will be reduced (for evaluation purposes only) by the amount of DVBE incentive as applied to the lowest responsive net bid price. If the #1 ranked responsive, responsible bid is a California certified small business, the only bidders eligible for the incentive will be California certified small businesses. The incentive adjustment for awards based on low price cannot exceed 5% or $100,000, whichever is less, of the #1 ranked net bid price. When used in combination with a preference adjustment, the cumulative adjustment amount cannot exceed $100,000.

B. A Small business (SB) Preference of five percent (5%) will be granted in accordance with Government Code Section 14835, and as contained in Title 2, California Administrative Code Section 1896 et. seq. To claim the Small Business Preference, which may not exceed $50,000 for any bid, a Bidder must have its principal place of business located in California and must have an approved small business certification form and proof of annual receipts on file with the Department of General Services, Office of Small Business and Disabled Veteran Business Services (OSDS).

The 5% preference is used only for computation purposes, to determine the winning bidder, and does not alter the amounts of the resulting contract(s). A certified small business receives an amount equal to 5 % of the lowest cost proposal submitted by a non- certified small business reduced from its cost proposal.

Bidders requesting the Small Business Preference must indicate this on the Letter of Interest. The application of the five percent (5%) Small Business bidding preference is extended to non-small businesses that commit to subcontracting at least twenty-five percent (25%) of its net bid price to California Certified Small Businesses and/or Micro-businesses when the non-small business:

o Has included in its bid a notification to the Department that it commits to subcontract at least twenty-five percent (25%) of its net bid price with one

(1) or more small businesses; and o Has submitted a timely, responsive bid; and o Is determined to be a responsible bidder; and o Submits a Bidder Declaration GSPD-05-105 listing the small businesses it commits to subcontract with for a commercially useful function in the performance of the Agreement.

Bidders having pending Small Business Certification applications under review by the Department of General Services concurrent with the bid timeframe should contact OSDS to request an expedite review/approval of their application in order to be considered for the small business preference during the evaluation of this bid. Contact OSDS at (916) 375-4940 to obtain information about the application expedite process.

IX. CONTRACT ADMINISTRATIVE PROCESS

Proposals that meet the minimum requirements will be submitted to an evaluation committee and scored according to the Selection Criteria. Each evaluator’s scores will be inputted on a master score sheet and the scores for each criterion will be added up and then divided by the number of evaluators for an average score for Technical Merit (Selection Criteria 1-5). A total of one hundred percent (100%) maximum are available for Technical Merit and Cost Proposal; however, a minimum combined score of seventy percent (70%) for Technical Merit and Cost Proposal must be achieved to be considered responsive (a responsive proposal is one which meets or exceeds the requirements stated in this RFP). Submittals will be evaluated and scored based upon the above selection criteria for those proposals who have complied with the minimum qualification requirements. Contractors may be invited for an oral presentation on qualifications and experience.

Cost proposal opening is scheduled for July 12, 2026 at 2:00pm via Teams. Following the opening and reading of cost proposals, cost proposals are then adjusted for applicable SB and DVBE incentives.

The Agreement, if awarded, shall be subject to approval by RMC/Department of General Services control agency and shall not be binding on RMC or Contractor until approved by such agency.

The State and RMC reserve the right to terminate the selection proceedings at any time.

See Public Contract Code § 6106.5 (e) for further requirements pertaining to sub-consultants.
