About this file

The document is Addendum #1 for RFP 2025-92 issued by the Florida Department of Education's Bureau of Contracts, Grants and Procurement Management Services for a Professional Learning Marketplace project. The addendum provides detailed responses to 21 vendor questions about the proposed online platform, clarifying key aspects of the project. The marketplace will be hosted on a new domain and will allow for user profiles, separate web pages, file display, and a search engine with filter options. It is designed to help educators, districts, and personnel identify high-quality professional learning opportunities aligned with specific statutory criteria, but will not develop, create, edit, or publish training materials directly.

The platform will offer open access for districts and educators to identify providers, with vendors potentially required to log in to submit application materials. The Department will use its own subject matter experts and will not integrate with existing systems or platforms. The budget will be discussed with the RFP winner, and the platform will not facilitate continuing education modules or award in-service points for certificate renewal. Key functionalities include creating user profiles, separate web pages, and a search engine, but the marketplace will not store or host vendor training content, develop its own training, or certify vendors based on rubric scores or ratings.

Addendum #1

BID NO.: RFP 2025-92

PROFESSIONAL LEARNING MARKETPLACE

MARCH 17, 2025

This addendum is being issued to provide the Answers to Questions submitted timely by vendors during the Question and Answers period.

Please be advised that all questions are keyed as submitted.

1. Deliverable 2 states "Development of a rubric based on s. 1012.98(3)(a)-(j) for evaluating and selecting professional learning vendors." However, s.1012.98(3)(a)-(j) are criteria designed for evaluating the quality of a training program, not a vendor. Is there further guidance on how the RFP winner should adapt the criteria for an individual training or professional development program to be used for evaluating a vendor.

• Our goal is to select vendors that have professional learning opportunities based on the criteria outlined in s.1012.98(3)(a)-(j), F.S. As outlined in deliverable 1, the department will consult with the RFP winner to further discuss project alignment. This includes technical assistance regarding the adaptation of professional learning criteria in statute for the development of rubric and vendor evaluations.

2. Beginning with Deliverable 6, there appears to be a discrepancy between the deliverable title and its corresponding description. To illustrate, the title of Deliverable 7 is "Vendor Profile Status Reporting," but the description reads, "Development of a filter within the marketplace that allows educators and administrators to identify the type and the curriculum they need support in," which aligns with the title of Deliverable 8, "Marketplace Website and Filter Development." Does this discrepancy pose a significant issue, or is it negligible?

• From what we can tell on our end, all deliverables and descriptions match accordingly.

3. Does FDOE anticipate the need for credentialing or badging with this system?

For instance, would FDOE like (now or in the future) to have the functionality to

RFP 2025-92 ADDENDUM NO. #1 Page 2 of 4 certify certain vendors and/or training programs based on their rubric scores, or based on district feedback, user ratings, etc.?

• No. The purpose of the marketplace is to provide an accessible online marketplace for educators, school districts, and district personnel to easily find, evaluate and participate in professional learning that is strongly aligned with the statute and best practices (high-quality).

4. Does FDOE anticipate designing, developing and/or offering its own training through this marketplace?

• No. The marketplace will not develop, create, edit or publish training materials from any source.

5. Does FDOE wish to design, develop and/or deliver its own training directly in the requested platform?

• No. The marketplace will not design, develop, or deliver training directly from any source.

6. Will FDOE require an instructional design interface (or a CMS interface) in order to develop, create, edit, and publish training materials directly in the platform?

• No. The purpose of the professional learning marketplace is to serve as a conduit to local education agencies and personnel. The marketplace will identify high quality professional learning that agencies and personnels can participate in. The marketplace does not develop, create, edit, or publish training materials.

7. Does the FDOE anticipate requiring vendors to submit all training information for evaluation in a single format (i.e. PDF, HTML, LTI thin common cartridge, etc.)?

If not, what formats will vendors be allowed to submit materials for review/evaluation?

• As outlined in Deliverable 1, the department will consult with the RFP winner to further discuss project alignment. This includes technical assistance regarding the preferred format for submission of materials for vendor evaluations.

8. Would any training already authorized by FDOE or produced by or on behalf of the FDOE also need to be evaluated using the same rubric, or would there be an additional rubric?

• No. FDOE professional learning offerings will not be featured on the professional learning marketplace.

9. Will the content of vendor training (training materials, videos, assessments, etc.)

need to be stored and hosted directly in the marketplace? If so, will district and educator audiences need to access or use those resources directly from the marketplace.

• No. The purpose of the professional learning marketplace is to serve as a conduit to local education agencies and personnel. The marketplace will identify high quality professional learning that agencies and personnels can participate in. The marketplace does not develop, create, edit, or publish training materials.

10. When must the use of a subcontractor be proposed to the Department? When responding to the RFP or prior to contract’s execution? In the event any sub-contractor is approved by the Department, the contractor should provide a list of subcontractors to the Department’s contract manager upon execution of the contract.

11. Can you provide more details on the specific functionalities and features expected from the online platform, including whether it will be built on a new domain or an existing one?

• The marketplace’s platform will be hosted on a new domain. This domain will be able to allow for the creation of user profiles for application cycles, separate web pages, file display and a search engine with filter options.

12. Are there any additional deliverables or milestones not explicitly mentioned in the RFP that we should plan for?

• No.

13. What is the annual budget for the professional learning marketplace?

• Budget will be discussed with the RFP winner.

14. Are there existing systems or platforms that the new marketplace needs to integrate with?

• No.

15. What specific data security measures and compliance standards are required for the platform?

• Security measures can be discussed with RFP winners.

16. Will there be different levels of user access and permissions within the platform?

If so, can you provide more details on the membership login requirements and whether access will be free to everyone?

• The platform will allow for open access for districts, educators, and other personnel to identify providers.

• Vendors may be required to log-in to submit applications and material for evaluation.

17. Is there a continuing education component to the platform?

• The platform will exist to drive professional learning and continuing education for educators in Florida by identifying providers; however, this platform will not facilitate continuing education modules for awarding in-service points for certificate renewal.

18. What is the projected amount of course content over the next few years, and is there existing content that the Florida Department of Education would like to include?

• No.

19. Will all the content be new or will there be former content put in?

• The platform will not display content.

20. Does the State of Florida Department of Education use its own subject matter experts, or will the chosen contractor be responsible for selecting them?

• This will be discussed in Deliverable 1 with the RFP winner, but to provide further context, the Department will use its own subject matter experts.

21. Is there a marketing component to bring new visitors to the platform?

• No, but this can be further discussed during Deliverable 1 with RFP winner.
