About this file
This document is a response to clarifying questions submitted by interested firms regarding RFP 2025-89, issued by Clackamas County, Oregon, for an Organizational Assessment and Fiscal Sustainability Analysis of its Health, Housing and Human Services (H3S) Department. The project involves a comprehensive evaluation of the department's six divisions—Behavioral Health, Children/Family/Community Connections, Health Centers, Housing and Community Development, Public Health, and Social Services—along with an assessment of organizational structure, financial health, and operational efficiency for a department with over 800 employees and a $406 million operating budget. Proposals must be submitted electronically through Bid Locker by February 12, 2026, at 2:00 PM Pacific Time, with clarifying questions due by February 5, 2026, at 5:00 PM. The contract term spans from March 2026 through June 30, 2028, with full program-level reorganization targeted by July 1, 2028. The county has assigned a project manager from the H3S Director's office who will work closely with the awarded consultant to provide relevant information and staff access to inform the assessment and implementation planning.
Evaluation criteria are weighted as follows: understanding of scope (30 points), experience (15 points), cost competitiveness (15 points), staff qualifications (20 points), and unique capabilities (20 points), totaling 100 points. The procurement requires contractors to demonstrate experience with similar public entities of comparable size within the past five years and provide at least three professional references, with the county preferring relationships of three years or longer, though shorter relationships may be acceptable depending on project depth. References may not be county staff. The contract will operate on a time-and-material basis with a not-to-exceed fee structure and monthly invoicing. Required insurance includes Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Professional Liability ($1,000,000 per occurrence/$2,000,000 aggregate), and Automobile Liability ($1,000,000 per occurrence). The project scope encompasses equity decision-making principles, trauma-informed approaches, change management, and stakeholder engagement strategies, with deliverables including recommendations, implementation plans, and financial frameworks to inform FY 27-28 budget adjustments. The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises.

Organizational Assessment and Fiscal Sustainability Analysis
RESPONSE TO CLARIFYING QUESTIONS
January 21, 2026
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.
1. What does it mean regarding references “not being county staff”? Does that refer to Clackamas County?
Answer: Yes.
2. Please explain reference, related to the 3 required references. What is the definition of a long-term client?
Answer: “Long Term” may refer to your working relationship with the identified reference. Although the County prefers three (3) years or longer relationships, the County also recognizes that relationship depth may depend on the working project. Please propose and provide references as you see fit.
3. What level of implementation support is included in the RFP?
Answer: The H3S Director’s office has assigned a project manager who will work closely with the awarded consultant to ensure they have relevant information and access to staff to inform their assessment and analysis.
The project manager, alongside department leadership, will work with the consultant to understand the range of recommendations that will inform an implementation plan that will be operationalized by H3S.
