About this file

This is Addendum #2 to RFP #202401 issued by Kenosha County Division of Aging, Disability, and Behavioral Health Services (DADBHS) for the Benefit Specialist Program. The addendum clarifies requirements for providing benefit specialist services to Kenosha County residents aged 60 and over or adults 18 and over with disabilities. The county seeks to contract with providers to deliver information and assistance regarding Medicare, Social Security, Medicaid, other health insurance, housing, and related services. The initial contract term is July 1, 2024 through December 31, 2024, with an option for renewal. Proposals are due May 1, 2024 at 10:00 AM CST. Staff must provide adequate office coverage from 8:00 AM to 5:00 PM on all operating business days, with a minimum of one staff person present Monday through Friday to address walk-ins and unplanned needs.

The budgeted amount for the six-month contract period is $201,963, based on 2024 contract costs of $191,805. The County will provide equipment and space for all budgeted positions, though space and equipment for interns and volunteers will be determined based on current vacancies. Direct client work should constitute 80 percent of staff time per benefit specialist. Based on 2023 data, the Elder Benefit Specialist, Disability Benefit Specialist, and MIPPA Benefit Specialist roles generated 6,291 contacts resulting in 3,244 hours of work from 212 DBS referrals, 646 EBS referrals, and 805 clients served. The Mental Health Disability Specialist role served 127 clients resulting in 574 cases opened in 2023.

Yes, the County will provide equipment and space for the budgeted positions.

Space and equipment for interns or volunteers is not guaranteed as it will be determined on current vacancies at the time of need.

Question 5:

What is the expected annual volume of calls and visits/meetings with consumers for each of the Benefit Specialist roles?

There is no set expectation on annual hours for consumer calls or visits as each case is unique to the individual needs, and no case has the same work that may be needed. Direct client work should equate to 80% of the time worked per staff person.

For example, for a full-time benefit specialist working 40 hours a week, at minimum 32 hours can be expected with direct client work.

The volume of work in 2023 for the Elder (EBS), Disability (DBS) and MIPPA Benefit Specialist roles, were 6,291 contacts that resulted in 3,244 hours of work. This was based on 212 DBS and

646 EBS referrals and 805 clients served. For the MH Disability Specialist, there were 127 clients served that resulted in 574 cases opened in 2023.
