About this file
This is Addendum No. 1 to RFP DLA 2024.02 issued by the Florida Department of Legal Affairs, Office of the Attorney General (OAG) for Auction Services, dated January 10, 2025. The addendum adds Attachment E (Property Currently in OAG Possession Ready for Auction) to the Table of Contents and answers eleven questions from potential bidders. The OAG confirms that assets can be hauled to vendor locations for online auctions, and items will need to be picked up from various OAG office locations throughout Florida including Fort Lauderdale, Fort Myers, Jacksonville, Miami, Orlando, Pensacola, Tallahassee, Tampa, and West Palm Beach. The OAG wants auctions to take place as soon as possible after contacting the vendor, with no holding periods required.
This is the first procurement by the OAG for these services, with no incumbent vendor or historical sales data available. The OAG is seeking these services due to recent cases involving seized personal items requiring auction. The agency will not consider in-place auction services where assets remain in OAG custody until picked up by winning bidders. The volume of assets will vary depending on judicial cases, and Attachment E provides a current list of items ready for auction, though future auction items will vary based on cases. Asset storage locations will be distributed across the OAG's Florida offices rather than centralized in one facility.

Part B. Questions and Answers Contained herein are the responses to the questions submitted to the Department of Legal Affairs, Office of the Attorney General (OAG) for RFP DLA 2024.02, Auction Services.
# QUESTION ANSWER
1.
Would the State consider a solution where assets are hauled away to the vendor’s location, stored, cataloged, imaged, and then auctioned solely online via the vendor’s online platform?
Yes, see Task 4.2.1.2.2 of the RFP.
2.
Can you provide a list of previously sold assets and their winning bid amounts? We understand that this is not a guaranteed list of items to be provided, but would be helpful for understanding potential assets.
To the best of the OAG's knowledge, we have not had any recent auction services.
3.
What is the anticipated monthly / annual volume of assets under this project?
Unsure, it will vary depending on items collected from each judicial case.
4.
How many locations will the assets be stored in ~ prior to pick-up and where are they located?
Assets will be located at any of the OAG's offices in Florida, depending on where the case is being handled. These locations are Fort Lauderdale, Fort Myers, Jacksonville, Miami, Orlando, Pensacola, Tallahassee, Tampa, and West Palm Beach.
5.
How is the State currently disposing of assets? Can you tell us the current incumbent providing this service for the State?
Assets are currently not being disposed of and there is not a current incumbent for these services.
6.
What is the annual estimated volume or sales amount for the previous year?
None, this is the first procurement by the OAG for these services.
We are looking to contract with a vendor that can provide these services moving forward as we have recently been taking on cases that have the potential for seizing personal items that need to be auctioned off.
7.
Are items to be picked up at one centralized facility, or are there various locations throughout the state?
See answer to Question 4.
8.
Will the Department provide a list outlining the quantity of asset types typically sold to help better understand the storage space requirements?
Yes, see Attachment E to this Addendum. This list is currently what the OAG has ready for auction and in future auctions, the items listed will vary depending on the case.
9.
Will the Department consider in-place auction services, wherein the assets remain in the care and custody of the Department until picked up by the winning bidders? In this case, the vendor will provide a full-service approach to auctions, a process that has proven to be very successful for many state governments.
No.
10.
Which company is the incumbent vendor for similar services, specifically DLA's sales of assets obtained through judicial seizure? What are the incumbent vendor's fees for such services?
We currently do not have an incumbent vendor.
11.
How long are assets expected to be stored by the vendor before being sold at auction? Are there any waiting/holding periods while assets move through the legal process?
We would like the auction to take place ASAP. Usually, when we contact the vendor, there will be no holding period.
