About this file

This document is an Addendum issued by the Florida Department of Education (DOE) related to Request for Proposal (RFP) 2024-74 for Child Assessments. The RFP seeks to obtain reliable and valid early childhood assessment instruments and related support services from one or more vendors. Upon award, Early Learning Coalitions in Florida can choose the contractor(s) that best meets their local needs. The addendum provides answers to questions submitted by vendors, including details on the API data exchange specifications required, allowance for subcontracting in-person training, and the definition of "observation-based" child assessments. The DOE indicates that the number of vendors to be awarded the contract is unknown at this time.

The RFP states that there are no costs to the State, as the Early Learning Coalitions would purchase services from the awarded contractor(s) at the approved rates. The funding for these services would come from the Coalitions rather than directly from the State. The RFP is open to all qualified vendors, with no specific set-asides mentioned. The current contract incumbents, if any, are not specified in the available documentation.

Addendum #1

BID NO.: RFP 2024-74

CHILD ASSESSEMENTS

DATE: April 2, 2024

This addendum is being issued to provide the Answers to Questions submitted timely by vendors during the Question and Answers period.

Please be advised all questions are keyed as submitted.

1. How much is the allotted budget for the resulting contract(s)?

Answer: Currently these are no cost to the state. Early Learning Coalitions would purchase services from the contract(s) at the approved rates.

2. Can you please share details on the API data exchange specifications required so that we can provide an accurate estimate of timeline and cost?

Answer: The Contractor is responsible for developing and connecting to an exposed API between the Contractor’s child assessment information system and the DEL-developed JavaScript Object Notation (JSON), Extensible Markup Language (XML) or other data exchange format per the specifications set forth in the Project Plan developed by DEL. The API data exchange should be two-way data transfer. Data exchange shall be standardized to meet the specifications as defined in the Project Plan.

3. Is it allowable to subcontract in-person training to a third party vendor, e.g. the face-to-face teacher/director training and the face-to-face administrator training?

Answer: See section 5.4 (Sub-Contracting) page 14.

4. Under Professional Learning, can you please describe what is expected for J.1. A web-based online learning community?

Answer: Although there are many variations of a web-based online learning community, the main component allows users/subscribers the ability to interact with other users via an online platform. Peers are typically allowed to pose questions or share findings or organize regional trainings with other users.

5. Can you please define observation-based when referring to “observation-based child assessments”? Is it ok if the platform has both observation-based and game-based direct assessments, or does it need to be observation-only (with optional direct game-based assessments that are turned off by default)?

Answer: Observation based assessment should be representative of ongoing, strategic, reflective, and purposeful observation and recording of children in their natural environments. The observation should be performed by the teacher or assessor as the child interacts throughout the typical environment. Teachers may introduce specific toys, books or manipulatives into the environment to stimulate responses. Since the assessment must cover infant to kindergarten, a “games-based” perspective may not be appropriate for infants.

6. How many vendors do you anticipate awarding the contract to?

Answer: This is unknown at this time and will be determined at a later date.
