About this file

This document is a city response to questions received regarding Request for Proposals (RFP) 2024-04 for Brownfield Cleanup Grant - Professional Services. The City of Perry, Georgia issued this RFP to procure professional services for a brownfield cleanup project. The response provides answers to two specific questions raised about the site's water infrastructure and the availability of additional Phase II environmental assessment reports. The city confirms that the water tower on the target parcel is connected to the city's water system, and includes the requested January and August 2021 Phase II reports as an addendum to the original October 2019 assessment.

The Phase II reports detail the results of groundwater sampling conducted in December 2020, which found elevated levels of tetrachloroethene (PCE) in monitoring wells across the site. The city recommends that the current property owner submit a release notification to the state environmental agency based on these findings. The reports also provide an updated conceptual site model and groundwater flow assessment for the project area.

RE: Phase II Environmental Site Assessment Addendum #1

Stanley Assemblage Site 1101, 1107, and 1109 Macon Street 1102 and 1104 Meeting Street

Perry, Houston County, Georgia 31069

Dear Mr. Smith:

Cardno, on behalf of the City of Perry (City), respectfully submits this letter as an Addendum to the Phase II Environmental Site Assessment (ESA) that was submitted on October 22, 2019, for the above referenced assemblage, herein referred to as the “Subject Property” or “Site.” This addendum addresses the analysis of additional groundwater samples collected from groundwater monitoring wells installed on the Subject Property during the 2019 Phase II ESA. The City intends to purchase the property from the current owner. At the time of the 2019 Phase II ESA report, the City intended to purchase eight (8) parcels referenced in the Phase II ESA; however, the acquisition has been reduced to the five parcels listed above and depicted in the attached figures.

The actions discussed herein were completed in order to update the conceptual site model for the property by providing current groundwater monitoring data.

This work was completed under guidelines set forth in the Site-Specific Quality Assurance Project Plan Addendum dated December 23, 2020, and approved by Ms. Olga Perry of USEPA on December 28, 2020. Additionally, this assessment was performed under and funded by the City of Perry Environmental Protection Agency (EPA) FY2018 Community-wide Brownfield Assessment Grant.

Groundwater Sampling Activities

Cardno mobilized to the Subject Property on December 29, 2020, to sample groundwater monitoring wells MW-1 through MW-3. Prior to sampling, the wells were gauged for depth to groundwater then purged with a Mega Monsoon low flow pump until a minimum of three well volumes were purged and groundwater quality parameters were stabilized. Groundwater quality parameters measured include pH, temperature, conductivity, and dissolved oxygen, and turbidity were measured using an In-Situ Horiba water-quality meter. Equipment calibration documentation is included in Appendix A.

A summary of each installed groundwater well is as follows:

Monitoring Well MW-1 was installed on 1109 Macon Street adjacent to the former dry cleaner, listed on the Georgia Environmental Protection Division (EPD) Hazardous Site Inventory (HSI) as EPD ID# 10940. The monitoring well was purged of over three well volumes, and after groundwater parameters were stabilized, a groundwater sample was collected on December 29, 2020, and analyzed for VOCs via USEPA Method 8260B.

Mr. Robert Smith Stanley Assemblage January 11, 2021 Phase II Environmental Site Assessment – Addendum#1

Monitoring Well MW-2 was installed on 1101 Macon Street, south of the former dry cleaner. The monitoring well was purged of over three well volumes, and after groundwater parameters were stabilized, a groundwater sample was collected on December 29, 2020, and analyzed for VOCs via USEPA Method 8260B.

Monitoring Well MW-3 was installed on 1102 Meeting Street, southwest of the former dry cleaner.

The monitoring well was purged of over three well volumes, and after groundwater parameters were stabilized, a groundwater sample was collected on December 29, 2020, and analyzed for VOCs via USEPA Method 8260B.

Three groundwater samples, one duplicate groundwater sample, and one trip blank were submitted to Analytical Environmental Services (AES) laboratories in Norcross, Georgia under chain-of-custody protocol. A groundwater analytical summary (detections only) is provided in Table 1.

A summary of groundwater sampling logs can be found in Appendix B.

Quality Assurance and Quality Control Methods

Samples were labeled with a distinct sample identification number, the sampler’s initials, and the date of the collection. Each sample container was properly sealed, labeled, and placed on ice in a cooler for deliver to AES within the sample hold times. A properly completed chain-of-custody form was initiated in the field and accompanied the samples when submitted to the laboratory for analyses. One QA/QC sample was collected and analyzed for the following: MW-2 (Duplicate):

VOCs.

Copies of the chain-of-custody forms are shown in the laboratory analytical reports included as Appendix C.

Groundwater Analytical Results

A comparison of the laboratory analytical results of the collected groundwater samples to the Georgia EPD MTC or samples that exhibited detections above the laboratory method detection limits is presented in Table 1 with locations depicted on Figure 1. In summary:

Tetrachloroethene (PCE) was identified at concentrations above the EPD Media Target Concentration (MTC) of 0.005 mg/L in groundwater samples collected from all three monitoring wells (MW-1 through MW-3), with a maximum concentration of 0.65 mg/L detected in MW-3.

PCE concentration increased in all three monitoring wells between the May 2019 and December 2020 sampling events as follows: from 0.22 to 0.33 mg/L in MW-1, from 0.046 to 0.080 mg/L in MW-2, and from 0.26 to 0.65 mg/L in MW-3.

Remaining VOC constituents were not detected at levels above laboratory method detection limits.

Groundwater analytical results from both sampling events are summarized in Table 1. Analytical results from the December 2020 sampling event are presented in their entirety in the laboratory analytical report included in Appendix C.

Laboratory Analyses Quality Control (QC) Observations and Interpretations

No significant QA/QC issues were encountered by the laboratory. All samples were received in good condition, with all spikes and surrogates were recovered within established limits; and all method-specified holding times were met. A duplicate groundwater sample was collected from MW-2 and analyzed for VOCs. Analytical results derived from this sample were similar to analytical results from MW-2 (MW-2 duplicate detected PCE at 0.077 mg/L), with no abnormalities detected.

The Laboratory Analytical Report is included as Appendix C.

Groundwater Elevation Data Collection & Shallow Groundwater Flow Direction

To assist in determining the direction of groundwater flow within the boundaries of the Subject Property, elevation data was collected from the monitoring wells. Elevations were recorded relative to an arbitrary datum to assist in the evaluation of shallow groundwater flow direction.

Depth-to-groundwater measurements were taken from top of casing.

A comparison of shallow water table elevations measured on December 29, 2020, to an arbitrary benchmark indicated a shallow groundwater gradient flowing predominantly towards the southwest towards Big Indian Creek located 2,700 feet west of the Site.

An inferred groundwater elevation summary is present in Table 2 and shallow groundwater gradient is depicted on Figures 2a and 2b.

Investigative-Derived Waste

Investigative-derived waste (IDW) generated during this sampling event included recovered groundwater from purging monitoring wells, which was contained in one 55-gallon drum. The drum was staged on the Subject Property, and labeled as non-hazardous waste with waste generator information provided. The purge water will be characterized and properly disposed via appropriate legal means a permitted disposal facility.

Conclusion and Recommendation

Based on the results of this Phase II ESA Addendum, Cardno makes the following recommendation:

PCE concentrations and groundwater gradient is consistent between the May 2019 and December 2020 sampling events.

The PCE concentrations reported in groundwater samples collected from monitoring wells MW-1, MW-2, and MW-3 were all above the Georgia EPD’s MTC for PCE. Based on these results, Cardno recommends that this letter report be provided to the current owner, as they are required to submit a release notification to the Georgia Environmental Protection Division’s (EPD) Hazardous Sites Response and Remediation Program, within 30 days of discovery.
