About this file
This document is an addendum to a Request for Proposals (RFP) issued by the City of Tucker, Georgia for Pavement Condition Analysis (RFP 2023-032). The addendum provides responses to questions submitted by potential bidders regarding the project scope, pavement management system requirements, and data collection methods.
The scope of work includes field data collection to accurately map the city's road network and assess pavement conditions using the Pavement Condition Index (PCI) rating system. The successful consultant will provide a pavement management plan that integrates with the city's existing GIS and spreadsheet-based tracking system. While the city does not have a pre-qualified list of consultants, the RFP has been publicly advertised. The city does not have a specific budget in mind for this contract, and there are no small business goals or requirements.

ADDENDUM #1
QUESTION ANSWER
1 Are there any small business goals or requirements?
No.
2 Has the City estimated a Budget for this contract?
No.
3 Does the City have a list of Pre-qualified consultants?
No. This has been advertised on the City website and on the Georgia Procurement Registry.
4 Does the City have an existing pavement management system? If so, which system is the City using?
The city is currently using a pavement management plan conducted by Stantec.
5 Has pavement inspection data been collected and uploaded to this system previously? If so, was this data collected using internal forces or was it done by a consultant?
Inspection data has been previously provided by Stantec.
6 Is the City looking to acquire new pavement management software?
The City’s current pavement management system is tracked with MS Excel. If the consultant is proposing that a new pavement management software be utilized, then that needs to be included in the proposal.
7 For Roadway Type, does the City want the road identified by the type of surface, ie. concrete, pavement, etc.?
All surfaces within the city are asphalt.
8 Can the City provide more information on the requirement for "thickness of asphalt overlay in concrete gutter"? Does the entire street network have concrete gutters and is this a required data attribute? Would the City consider responses that don't include this attribute?
City streets are inconsistent. Some have curb & gutter, some do not. When existing gutters are overlaid with asphalt, we mill and overlay the existing pavement and do not reclaim the gutter.
The thickness of asphalt in the gutter is not required, but an accurate width of asphalt is needed.
9 Can the City elaborate at all on the level of accuracy required for the “thickness of asphalt overlay in concrete gutter” attribute? Our goal is to determine if simple visual, mechanical, or more intrusive
Visual inspection is acceptable.
ADDENDUM #1
measurement technique would be required.
10 Scope item A indicates that “field collected data must be collected to map grade accuracy…”. As all roadway and pavement attribute and pavement distress data would typically be related to the roadway segment centerline, does this specification indicate that mapping of specific distress locations are a required or favorable component of the deliverable?
Data from roadway centerline is acceptable.
Accurate pavement widths and lengths are critical for estimating purposes.
11 Scope item B references both PCI an PQI. These terms can refer to specific specifications (i.e... ASTM D6433) but are also used in reference to non-specific pavement rating systems, such as modified versions. Is there a specific rating system used by the City in its previous inspection? And is a specific rating system being required, or is the City open to a custom rating system that meets all of the described criteria (i.e...
includes listed distresses, 0-100 scale, etc..).
The City is accustomed to the PCI rating. As this is an industry standard, this system is preferable.
12 Scope item H references consistency with the City’s current System. What is the Town’s current system? Can the City elaborate on what it means by “consistency with”?
The City’s current pavement management system is tracked with MS Excel. The data needs to be compatible with the City’s ESRI GIS.
13 The scope does not identify delivery/installation of a software as part of the scope, yet it does reference the system in items H an I. Is the installation/delivery of software a required or favorable component of the project deliverables?
The City’s current pavement management system is tracked with MS Excel. If the consultant is proposing that a new pavement management software be utilized, then that needs to be included in the proposal.
