About this file
This document is a Response to Clarifying Questions #2 issued by Clackamas County for Request for Proposals #2022-91, concerning the relocation of Health Centers Red Soils Behavioral Health Clinics. The RFP seeks design and construction services for the behavioral health clinic relocation project. The county has not provided preliminary programming documentation or square footage breakdowns by program area or department to interested firms. The project budget ranges from $4,000,000 to $5,000,000, inclusive of construction, design, and indirect costs. The scope of work includes minor exterior modifications to provide Americans with Disabilities Act (ADA)-compliant entrances from parking areas, sitework such as parking lot connections and new sidewalks, and landscape architectural services. The county does not anticipate including a security checkpoint at building public entrances. Rooftop HVAC unit replacement or refurbishment responsibilities remain under negotiation with the landlord and have not been finalized. The design team's scope includes sitework coordination, though the landlord will also perform certain work.
The clarifying responses indicate that preliminary design programming had not been completed at the time of the question submission, suggesting the project was in an early planning phase. The county emphasized the need for a landscape architect on the proposed design team, indicating the importance of site planning and environmental considerations. Exterior modifications, while permitted and expected for ADA compliance, are characterized as minor in scope. The document does not address specific pricing structures, set-asides, incumbent contractors, or contract award dates, as it serves solely to clarify scope and team composition questions from potential bidders.
