About this file

This is Addendum No. 1 to RFP #202 issued by Douglas County, Oregon, dated July 19, 2023, clarifying requirements for a Solid Wood Waste Material processing contract. The County receives wood waste that requires processing and removal from the landfill, with the processing typically yielding two final products: mulch and wood chips. The proposer must plan to haul away at least 90 percent of the wood chips for use at their discretion, while the remaining 10 percent of wood chips and all mulch may remain as County property if the proposer desires. A paved area will be provided at the landfill for grinding activities, which has historically provided sufficient space for sorting and processing all wood waste. The proposal deadline is 2:00 p.m. on August 7, 2023. Proposers are responsible for sourcing an end location for the processed wood, as the County does not have an anticipated destination. The addendum specifies that any bid not recognizing these updates and including the updated Schedule of Bid Items with revised quantity values will be rejected as non-responsive.

The addendum does not specify pricing terms, set-asides, incumbent contractors, or funding sources. All prospective bidders are required to acknowledge receipt of the addendum by signing and dating the included acknowledgment form with their company name, address, and authorized representative's signature and title. This clarification document ensures that all bidders have consistent understanding of the scope, processing requirements, and responsibility for end-use locations prior to submitting their proposals.

Addendum No. 1 consists of the following changes:

1.0 CLARIFICATIONS

The following are clarifications to questions received:

1. What is the scope of this work?

The County receives wood waste which must be processed and removed from the landfill. The processing typically results in two final products:

mulch and wood chips. The Proposer must plan to haul away at least 90% of the wood chips to be used at the Proposer’s discretion. The remaining 10% of wood chips and all mulch can remain property of the County if the Proposer desires.

2. Are contractors grinding the wood on site or will it be hauled off first?

A paved area will be provided for grinding activities at the landfill. This area has historically allowed enough room to sort and process all wood waste.

3. Is there a set place the wood waste is going?

The County doesn’t have an anticipated end location for processed wood.

The Proposer should plan to source an end location.

ADDENDUM NO. 1 – SHEET 2 OF 2

A Bid not recognizing these updates and including the updated Schedule of Bid Items showing the revised quantity values will be rejected as non-responsive.

Dated the 19th Day of July, 2023.
