About this file
This is Amendment No. 1, dated January 10, 2020, to Request for Proposal No. 20-033/LI issued by Palm Beach County Purchasing Department for Criminal Justice Text Message Reminders services. The RFP seeks a contractor to provide text message notification services to criminal defendants, probationers, and individuals under supervised release regarding court hearings and related appointments. As of the amendment date, the program included 9,516 felony and misdemeanor defendants enrolled since November 2018, 5,589 individuals on felony probation, and 842 individuals under pretrial supervision. The original RFP due date was January 21, 2020. The amendment adds clarification that there is no maximum limit on the number of text notifications each recipient may receive, establishing flexibility in notification frequency across different offender categories.
The amendment addresses key operational questions from prospective vendors, including response timeframes and notification protocols. The County requires that recipients be notified expeditiously of any court date changes, with current practice achieving notification by 6:00 p.m. local time on the same day the contractor receives notice from the court. The County explicitly declined to hold contractors harmless for missed notifications that result in recipients failing to appear for rescheduled court dates. Proposers were permitted to propose exceptions to the Sample Standard Contract terms included as Attachment 1, though the County indicated it was not inclined to accept such exceptions. All amendments to the RFP must be acknowledged in writing by an authorized company representative and submitted with the proposal, or the proposal will be deemed non-responsive.

A.2. There were nine thousand five hundred sixteen (9,516) felony and misdemeanor defendants enrolled in the text message program from its inception in November 2018 through November 2019. These were for court hearings. We have not yet expanded the program for probation and pretrial services appointments. There were five thousand five hundred eighty-nine (5,589) individuals on felony probation as of November 11, 2019. There were eight hundred forty-two (842) individuals supervised by pretrial services as of December 31, 2019.
Q.2. What is the possible maximum amount of times each of recipients would be sent text notification? (example a criminal defendant may be notified a maximum of four times per court case, a felony probation recipient may be notified up to 24 times per year, a misdemeanor probation person a maximum of 12 times per year and a supervised release person 12 times per year)
A.2. See Section A., Item 1. Above.

Q.4.
The general lead time varies on any changes/cancellations from the court to a court appearance.
