The RFP employs weighted scoring criteria assigning 9 points for audit quality approach, 8 points for technical ability, 7 points for staff qualifications, 5 points each for geographic location and references, 3 points for resident contractor status, and 8 points for price proposal using a scaled methodology where the lowest cost receives 10 points and remaining firms are scored accordingly. The incumbent auditor, MHP, LLP, provided unqualified opinions for the last three years. Proposers must be licensed as certified public accountants in Wyoming, meet Government Auditing Standards independence requirements, possess professional liability insurance of at least $500,000, and provide current peer review documentation. All proposals become public records under the Wyoming Public Records Act upon contract award. The audit fee will be paid upon delivery of audit reports with progress billings allowed as work progresses.
