About this file
This document is an Amendment to a federal Solicitation/Modification of Contract issued by the American Embassy Singapore that replaces the Statement of Work (Attachment 6) in its entirety. The amendment, effective January 21, 2026, concerns RFP 19SN1026R0003 and covers the replacement and modernization of two Siemens compound circuit breakers (TX-1 and TX-2) at the U.S. Embassy Singapore facility. The project is a firm-fixed-price contract with a 30-calendar-day period of performance from notice to proceed, requiring completion of all installation, testing, commissioning, and documentation activities within that timeframe.
The scope of work encompasses removal of two aging Siemens compound air circuit breakers and replacement with new Air Circuit Breakers (Siemens WL series or technically equivalent), installation of motorized and manual charging mechanisms, remote control panels with ON/OFF switching and status indication, a dedicated 20A circuit with a standalone UPS (minimum one-hour runtime with maintenance bypass capability), replacement of power monitoring systems with BACnet-compatible meters including surge current logging, and restoration of transformer temperature monitoring on two transformers. The contractor must provide all labor, materials, tools, testing instruments, and safety equipment; conduct high-voltage shutdown and restoration of 22kV supplies under Licensed Electrical Worker supervision; perform comprehensive electrical testing including insulation resistance, contact resistance, mechanical operation, and trip testing; provide training on equipment operation to Embassy personnel; and submit detailed documentation including as-built drawings, operation and maintenance manuals, testing reports, and warranty certificates. The work is performed at the U.S. Embassy Singapore (27 Napier Road, Singapore 258508) in an active diplomatic facility requiring strict compliance with Embassy security, access control, and safety policies, including lockout/tagout procedures, proper PPE, barricading, and incident reporting.
