About this file
This is an Award Recommendation Notice issued by the Michigan Department of Technology, Management, & Budget's Procurement office for RFP No. 190000002803 soliciting HMO Services for the Michigan Public School Employees' Retirement System (MPSERS) Plans. The RFP was posted on SIGMA VSS on July 18, 2019, for a 20-day period with proposals due on August 7, 2019. Three bidders submitted proposals: Blue Care Network of Michigan, Health Alliance Plan of Michigan, and Priority Health Managed Benefits. The contract term is one year with up to four additional one-year renewal options. The evaluation process utilized a Pass/Fail methodology assessing bidders on the Mandatory Requirements Form (Schedule C), the Statement of Work and Vendor Questions Worksheet (Schedule A), and compliance with Standard Contract Terms.
The Joint Evaluation Committee recommended a multiple-vendor award to Blue Care Network of Michigan and Priority Health Managed Benefits for a total program amount of $993,500,000.00, encompassing the one-year base contract and four optional renewal years. The 1-year base contract is allocated as $32,000,000.00 to Blue Care Network and $78,000,000.00 to Priority Health Managed Benefits, totaling $110,000,000.00 for the initial term. Health Alliance Plan of Michigan was determined non-responsive and failed to meet Mandatory Minimum Requirements due to taking exceptions to the Statement of Work provision without acceptable justification. Premium rates for MPSERS HMO services effective January 1, 2020, through December 31, 2020, were provided for both Medicare and non-Medicare populations, with variations based on ACA Health Insurer Fee assumptions. The award was pending State Administrative Board approval.
