About this file
This document is a Request for Proposals (RFP) issued by Cape Cod Community College, an agency of the Commonwealth of Massachusetts, for the redesign of the College's website and migration of its web content to a new content management system hosted in the cloud. The project involves redesigning the website, implementing a new content management system, integrating with third-party systems like the learning management system and student information system, and optimizing the website for search engine performance. The College is seeking proposals from vendors with experience designing websites for higher education entities, and the deadline for submissions is not specified in the RFP. There is a $165,000 budget for the initial development and implementation of the project, but any ongoing hosting, support, and accessibility costs should be listed separately.
The RFP indicates that the College is currently using the Liferay content management system version 5.2.2, and it is open to considering both open-source and proprietary CMS options. The College will handle content development and writing, but seeks the vendor's assistance in optimizing the content for SEO. The website redesign project will be overseen by the College's Offices of Strategic Communications and Marketing, and Information Technology, with key stakeholders from those departments involved throughout the process.

Request for Proposals #19-11
Website Redesign and Content Management System Questions and Answers
1) We noticed a public RFP for a website redesign and I had a quick question. Are there any prerequisites for vendors to compete for this? For instance, if we had to be on a MPA or a business incorporated in Massachusetts.
To be a qualified vendor you company must have experience with designing websites for higher education entities with those websites still being active. If the requirement is satisfied and your company is not on state of MA Debarment list, your company’s response to RFP will be reviewed and be considered for an award.
2) Approximately how many page views do you currently get per month?
For the month of January, we had a total of 221,445 page views.
3) how many content items/pages do you currently have?
Siteimprove is showing 2,887 PDFs and 1,061 pages = 3,948 items/pages.
4) How much file system space does your existing Web site(s) use?
Our current CMS = 5GB, external resources = 21GB for a total of 26GB.
5) Does your site require external authentication (LDAP, SAML, etc.)
Our current CMS is tied to AD, but I don’t think this is a must have feature.
6) The RFP mentions Interoperability with LMS and payment processing capabilities. Do you have any other integration requirements like LDAP/Active Directory?
As mentioned above, our current CMS is tied to AD, but I don’t think this is a must have feature.
7) How many people would be regularly adding content and updating site information?
Approximately 25-50
8) 3) Would you be looking to the selected agency to create any new content for the site?
No, the content development will happen in-house. Recommendations on best practices would be welcome.
9) 4) Can you describe how you will be evaluating content to be migrated?
The Office of Strategic Communications will be auditing web content prior to migration and will give direction to the vendor.
10) 5) There are components of the project delivery that are overseen by IT and some by the Office of Strategic Communications. Will there be a single point of contact Project Manager for the College to coordinate with our project teams?
There will be two main points of content: one from IT, one from Strategic Communications. It would be best for both to be involved in coordination to keep all parties aware of workflow.
11) Is it possible for a company based in Belgrade, Serbia to send a proposal for this project?
Yes.
12) Whether companies from Outside USA can apply for this?
(like, from India or Canada) - Yes
13) Whether we need to come over there for meetings? - Yes
14) Can we perform the tasks (related to RFP) outside USA?
(like, from India or Canada) - Yes
15) Can we submit the proposals via email? – No
16) Does the proposed $165,000 budget include project development and implementation as well as the monthly hosting cost and year two and three of the service agreement? Or is the $165,000 specifically for the development and implementation of the website redesign?
The proposed budget is just for the development and implementation of the redesign, unless the chosen vendor can loop any other associated costs into this amount. Any further costs should be broken out and itemized separately.
17) In regards to the interoperability requirements, what level of integration do you foresee for the third-party services you utilize?
We use Moodle as an LMS and Jenzabar/CampusWeb for our SIS. Any integration with these two systems would be ideal.
18) What calendar does the college currently use that will need to be integrated?
We use Live25/Trumba for calendaring. Any integration with this system would be ideal.
19) You state that the current CMS is 10 years old, can you tell us which CMS you are currently using?
What if any aspects of that CMS have worked well for you? Which aspects have not?
Liferay 5.2.2. The CMS has performed well and is easy to use, but since it is in production well past it’s life expectancy, it does have limitations regarding responsive design, mobile first, JavaScript implementation, etc.
20) On page 5 item #4 you state: “The final product must support this aim and must be easily extendible and coded in a manner that supports this. All content, templates, unique code, and graphics will become the sole property of Cape Cod Community College.”
Q: Would the college be open to use of a CMS on a SaaS (software as a service) model where the vendor owns the platform while the college retains ownership of all content, graphic, and media used to create the site?
No, the College wishes to ultimately own all content, templates, coding and graphics.
21) Q: Can you describe what sort of features you may want to add in the future by “easily extendible”?
To clarify the language, the College wishes to have the new site coded and designed in such a way that internal staff from appropriate areas will be able to access it without having to be trained in advanced HTML coding.
22) Please further describe the interoperability you are seeking with various 3rd party systems on page 5 item #5 of the RFP. Are you wanting to link off to some in context or are you wanting the CMS to display content from those systems within the new website?
It would be ideal to have the ability to tie into our SIS (Jenzabar/CampusWeb) and our LMS (Moodle).
23) Please further describe the level of integration you are seeking with the events systems on page 5 item #6 of the RFP. What is the college’s event system?
It would be ideal to tie into our calendaring system (Live25/Trumba).
24) Is the Tilden Arts Center, library, bookstore, employment board, or any subdomain sites part of the redesign project?
All pages are off of the www.capecod.edu domain. We are not currently using subdomains for the public website.
25) What is your current CMS and version?
Liferay 5.2.2
26) Do you have a preference for open source or proprietary CMS? If the latter, will the cost of the proprietary CMS have a separate budget?
The college will consider both open source and proprietary CMS options. Any costs that would be associated in the agreement beyond the allotted budget must be itemized.
27) Are iframes (or include headers and footers) sufficient to integrate your third-party systems? (p. 4, “5. Interoperability Requirements”)
Ideally we would like to be able to display course offerings from our SIS (Jenzabar/CampusWeb), and pull news/events from our calendaring software (Live25/Trumba). It would better if this information was displayed using another method, such as REST API or GraphQL rather than relying on iFrames.
28) Is the vendor responsible for finding a new in-site search tool? (p. 4, “7. Search Engine Optimization”)
Yes. We are currently using a Google search product that is no longer supported.
29) After SEO analysis, is the expectation for “implementation” to include new content development and optimization? (p. 4, “7. Search Engine Optimization”)
The College will handle all content development, but the expectation is that the vendor will assist in optimizing SEO based on results of analysis.
30) https://campusweb.capecod.edu/ goes to the third-party website, should we migrate this domain as well?
No, this is part of our SIS (Jenzabar/CampusWeb) and will not be part of the RFP.
31) Redesign - are you willing to use template/themes readily available from the marketplace for the new CMS website?
We would much prefer to use custom template/themes.
32) How many pages are there on the current site?
Siteimprove is showing 2,887 PDFs and 1,061 pages = 3,948 items/pages.
33) Is there any payment gateway integrated?
No
34) Are there any 3rd party forms, APIs integrated with current website?
35) When is the project kick-off date?
The proposed timeline is listed in the RFP.
36) In your current website built on a CMS platform?
Liferay 5.2.2
37) Who is your current hosting service provider?
The site is currently self-hosted.
38) Are there any key features/functionalities that we need to know about?
There is currently a hand coded staff/faculty directory and hand coded College Catalogs. These should be intergraded into the CMS.
39) Can users register/sign-up for an account through your current site?
This will not be a requirement.
40) Do you collect funds, tuition fees via the current website?
41) Your current website doesn't have a mobile/tablet responsive layout, should the new site have a mobile/tablet responsive view/layout?
The site is partially responsive, but the new site should be fully responsive.
42) How many users levels are there on your current website?
Currently we have administrators and content editors. As stated in the RFP, we will need to have a reviewer role as well.
43) Do you have user details in your current database and what are the numbers?
The current CMS with database is 5GB in size, and external resources add an additional 21GB for a total of 26GB of assets.
44) Is there an existing vendor who may be bidding?
No
45) How many people will be on the team that will be making decisions (relative to development features, site design, and content)? How might upper level authorities be involved?
The three members of the Office of Strategic Communications and Marketing and the College’s Web Administrator will be the key decision makers for the project. Feedback from members of the College’s academic and enrollment leadership will be sought throughout the project as well.
46) What will the client approval process look like? Will there be a steering committee that works with the vendor day to day? What levels of approval/signoff do you anticipate?
The approval process, as it is currently planned, will funnel through the stakeholders in IT and Strategic Communications and Marketing.
47) Do you have a CMS preference? Will you consider an open source CMS such as WordPress or Drupal?
The College will consider all CMS options, including open source.
48) Other than the features explicitly mentioned in the RFP, are there any other dynamic features the site should include?
Nothing specific.
49) In addition to content strategy and migration, do you anticipate needing help writing/re-writing pages? If so, approximately how many?
We do not anticipate needing assistant with writing.
50) We do accelerated web design and development. Would the College be willing to work in intensive group sessions scheduled throughout the lifespan of the project in which key stakeholders participate in multiple daylong sessions on campus?
Yes
51) What was the budget for the current website when it was originally built?
Built internally.
52) We understand WCAG accessibility is a project requirement. Are you aware that true government compliant accessibility often costs over $20K a year? Are you prepared to absorb such an ongoing cost, or are you looking to demonstrate a best-faith effort at basic accessibility?
We are looking to show a best-faith effort to keep us in WCAG compliance.
53) Does the $165,000 budget include all hosting, support, and ongoing accessibility audits (three years)?
The $165,000 does not include ongoing hosting, support, and accessibility audits. Such costs should be listed separately.
54) Can proposal submissions be emailed? - No
55) What service do you use currently for your events calendar, to be integrated with the new site
Live25/Trumba
56) Accessibility: are you looking for AA or AAA compliance?
AA at the minimum.
57) For prototype: do you need regular wireframes or do you need actual clickable wireframes for user testing?
Regular wireframes will be sufficient for testing.
58) What CMS are you currently using? Are you planning to upgrade to a current version or moving to another CMS platform altogether?
Liferay 5.2.2. We are not planning on using a new version of Liferay.
Are you leaning towards a proprietary or open source CMS platform? Do you prefer a complete managed solution like Cascade CMS or an open source like Drupal?
We would consider both options based on the provider’s recommendation and the College’s budget.
59) What is your internal cost to host and manage the site now? Does the $165K budget include ongoing maintenance?
The proposed budget does not include ongoing maintenance. The preference would be for this to cover a three-year time period, but if long-term associated costs are included they should be listed separately.
60) You mention third party systems like Jenzabar, Moodle, Netlnet. Do these require integration via API service?
We would desire to pull course offerings from our SIS (Jenzabar/CampusWeb) into the main website.
61) What event calendar are you using now?
Live25/Trumba
62) You mention Digital Marketing recommendations in the second phase. Are you looking for a plan and how does this coincide with the SEO analysis we are already doing? Please clarify your need here.
We would be looking for guidance in maximizing SEO, and also ensuring that the site is being set up to function with the College’s digital marketing efforts (pixel placements, targeting and retargeting campaigns, embedded inquiry forms, etc…)
63) How many pages of content are you anticipating migrating over to the new site? It may require a lot of manual content entry beyond what a CMS auto migrate feature can provide. Are you willing to use internal resources to assist with this phase?
Siteimprove is showing 2,887 PDFs and 1,061 pages = 3,948 items/pages. Regarding internal resources, the College has the expectation that new content will be handled by the Office of Strategic Communications and Marketing.
64) Do you have the ability to go after more funding for this project?
No.
65) What your desired launch date?
Please see the RFP document.
66) When was the last time you did a site redesign? How was this handled? Internally or with an outside firm?
Some pages have been redesigned internally, but there has not been a major redesign in some time.
67) Do you need any copywriting services? Who will be handling the writing of any new copy?
The College will handle copy writing.
68) Please describe the most important characteristics of the firm you'd like to work with. What does your ideal partner look like?
Responsive, creative, modern, problem solvers. We are a small college with limited resources, so we will lean heavily on our partner to come to the table with a clear perspective about how to best move this project forward in a way that serves our future students.
69) You mention that the site should be the primary marketing tool in driving enrollment... Is enrollment down, flat or growing? What are you enrollment goals?
Like all community colleges, enrollment is down. We would like to make a positive dent in that decline and stay above the regional and national averages.
70) Can you please let us know how many concurrent users (logged in at the same time) you expect to have logged into the CMS at one time?
Current students, staff/faculty, and potential students would not be logging into the CMS, just viewing the website. We expect about 25 content editors, but the number of concurrent users would vary depending on the needs at the time.
71) Can you please let us know the total number of users that you have
See above.
72) Can you please advise if your budget for 165k is for 1 or 3 or 5 years
Ideally 3-years, but with the understanding that first year building is the priority and any associated fees for continuous server hosting may be listed separately.
73) Do you have any system integration requirements?
The RFP specified a need for integration with our SIS (Jenzabar/CampusWeb) and our calendaring software (Live25/Trumba). We currently have some items that are hand coded (College Catalog, the Faculty/Staff Directory) which will need to be integrated into the CMS.
74) Can you tell us more about the evaluation team members and their roles?
Patrick Stone – Director of Strategic Communications and Marketing Chris Brisee – Web Administrator Rick Wixsom – Chief Technology and Information Officer Chris Pauk – Assistant Director of College Communications
75) What are your principle pain points with your current system, other than it no longer reflects the best practice of a modern online experience?
Because it released in February 2009, it does not have the capacity to build responsive pages, implement JavaScript libraries other than an old version of jQuery, etc. Otherwise the CMS was simple to maintain and use.
76) How many pages do you wish to migrate?
Siteimprove is showing 2,887 PDFs and 1,061 pages = 3,948 items/pages.
77) What solution do they have for their current events calendar? Does your calendar provide a data feed that can be targeted?
Live25/Trumba. It does provide feeds that can be integrated.
78) Provided we cover your “requirements for proposal” and cover the points on page 3& 4 can we adjust the order of your requirements in our proposal?
Yes, we would take your recommendations based on the overall plan for development.
79) From Key Objectives: provider must ... "launch phases under the direction of Cape Cod Community College’s Offices of Strategic Communications and Marketing and Information Technology." Does this mean that Provider will have dedicated contact(s)/team member(s) in these two offices throughout the project who will review and approve Provider's work at each stage? Can you provide more specific detail on these two offices’ levels of involvement throughout the project?
Yes, there will be dedicated contacts in both departments (the College’s Web Administrator and CTIO in IT, and the Director of Strategic Communications and Marketing). Both offices will be heavily involved in the project with IT taking lead on back-end integration and functionality and marketing taking the lead on content development and user experience. Both departments will be at the table for all decision making.
80) Standards Required for Proposals, item 5, Interoperability Requirements: Can you provide more detail on what is required for interoperability? For example, in the case of Moodle interoperability: is the desired functionality that students login to Moodle via CCCC's main site, and once login is validated there, the student is then re-routed to Moodle in their browser (and at that point, is no longer on CCCC's main site)? Or is Moodle to be built in to the CCCC main site, so that even when students are accessing Moodle they're seeing capcod.edu as root URL in their browser?
This level of interoperability is not required. We currently use a single-sign product for student to directly authenticate to Moodle. We would be interested pulling course offerings from our SIS (Jenzabar/CampusWeb) and news and events from our calendaring program (Live25/Trumba). If there are Moodle APIs that can be leveraged, this would be of interest to us.
81) Event calendar (https://www.capecod.edu/events/): what tool is CCCC currently using for this events calendar? Would CCCC be amenable to using a new calendar tool in their new site?
We are not currently looking to change our calendar tool. We are using Live25/Trumba.
82) Research and Discovery, items 3-4, Content audit: Can Providers assume that all decisions regarding content inclusion, updates, or exclusion will rest with the Office of Strategic Communications and Marketing? Provider may make recommendations, but we would assume that expertise and final decisions regarding CCCC's mission, branding, and marketing efforts would come from the Office of Strategic Communications and Marketing.
This is correct.

97) You mentioned to move the hosting from college server to cloud. Can you please help us to understand what kind of external integrations or services you are using (beside the payment processor) It would be ideal to be able to pull course offerings from the SIS (Jenzabar/CampusWeb) and display these on the website. We also need to pull news/events from our calendaring system (Live25/Trumba) onto the site.
98) Do you have the payment processing accounts, or would we have to get it approved on behalf of college?
No
99) What includes in editorial? Is it going to be contributed by staff and access to students/teacher or is it something else?
