About this file
This is a Request for Proposals (RFP) issued by the Michigan Land Bank Fast Track Authority (MLB) for title work services across various locations in Michigan. The RFP seeks to engage one or more firms to perform comprehensive title searches on approximately 150 properties, primarily in Southeast Michigan, with the objective of determining title insurability and potential quiet title actions. The solicitation was released on 11/21/2018, with proposal responses due on 12/10/2018 at 5:00 PM. The initial contract period is from January 1, 2019 through September 30, 2019, with options for two additional annual extensions. No pre-bid meeting was scheduled, and all communications were to be conducted via email to landbank@michigan.gov.
The MLB owns approximately 2,900 parcels statewide and requires a 40-year title search for each assigned property, including issuing a title insurance commitment, identifying ownership interests, and documenting any encumbrances. Respondents must be licensed insurance companies in Michigan, with at least three years of similar title work experience. The contract will be awarded based on best value, considering technical qualifications, experience, staffing, financial stability, and pricing. Respondents are required to submit both technical and price proposals separately, with pricing to remain firm for the contract duration. The MLB will not guarantee a minimum number of parcels and will distribute work based on business needs, geographical location, and each respondent's capacity.

STATEMENT OF WORK
A) PURPOSE
The objective of the MLB is to have the successful Respondent(s), acting as the authorized representative of the MLB, perform title searches for parcels identified by the MLB to assist in determining if title is sufficiently unencumbered to obtain adequate title insurance for each parcel, or if an expedited quiet title and foreclosure action under MCL 124.759 is necessary to obtain the adequate title insurance. The intent of this RFP is to engage one or more firms to provide title work services throughout the state of Michigan. The firm, or firms, will be retained for a period of one year with two (2) additional, annual extensions of the contract available, if both parties agree
B) BACKGROUND STATEMENT AND OBJECTIVES
The Michigan Land Bank owns approximately 2,900 parcels throughout the State of Michigan.
Of these properties, we have identified approximately 150 properties, primarily located in Southeast Michigan, as having title irregularities that need additional review to determine the magnitude and nature of the title irregularities.

v) For each parcel of property assigned by the MLB, transmit to the Project Manager electronic copies of the title commitment; copy of all documents evidencing encumbrances or exceptions noted in the title insurance commitment.
b) The successful Respondent may be one of several successful Respondents that will provide services to the MLB under this scope of work and the number of parcels each successful Respondent will be requested to handle will depend on the business needs of the MLB, geographical location and the ability of the successful Respondent to manage the work requested. The scope of the changes allowed in the BAFO will be published as part of the issuance of the BAFO request.
Respondents are cautioned to propose the best possible offer at the outset of the process, as there is no guarantee that any Respondent will be allowed an opportunity to engage in Pricing Negotiations or requested to submit a Best and Final Offer.
