About this file

This document is a Request for Proposal (RFP) issued by MassBay Community College (MASSBAY) for natural gas supply and related services. MASSBAY is seeking proposals from qualified natural gas suppliers for the supply of natural gas to its Ashland, Wellesley, and Framingham, MA campuses. The RFP provides details on the estimated annual usage of 12,559 DTH across 9 accounts, with the central steam plant account using 6,628 DTH annually. MASSBAY is requesting pricing for terms of 12, 24, 36, 48, and 60 months for both basis only and basis plus NYMEX (fixed) products. The RFP outlines the submission process, with proposals due by November 15, 2017, and an anticipated award within 5 business days of the proposal due date.

The RFP specifies that pricing should be provided using the Supplier Bid Form & Addenda Acknowledgment (Attachment 7) and that the primary evaluation criterion will be best value, including price. MASSBAY reserves the right to solicit multiple refreshed prices after the initial submission from all qualified bidders. The successful respondent will be required to sign MASSBAY's Standard Contract Form and Commonwealth Terms & Conditions, and compliance with Supplier Diversity guidelines, while not required, will be given extra credit in the award criteria.

Request for Proposal

Natural Gas Supply

RFP-18-05

Date of Issuance: October 16, 2017 Proposal Due Date: November 15, 2017 at 5:00 PM ET

1.0 General Information

1.1 SUMMARY

MassBay Community College (“MASSBAY”) is a comprehensive, open-access community college, offering associate degrees and certificate programs. MASSBAY was founded in 1961 and serves more than 5,300 full- and part-time students on its three campuses in Wellesley, Ashland and Framingham, MA. The College is managed by an eleven-member Board of Trustees, including one student. Additional information about MassBay Community College is available through the College’s web site at http://www.massbay.edu/.

MASSBAY invites qualified Natural Gas suppliers (“Suppliers”) to submit proposals for natural gas supply and related services in accordance with the requirements, terms and conditions of this Request for Proposals (“RFP”).

This RFP requires that Suppliers provide proposals that address the term and structures requested. A Supplier may provide alternative proposal structures that it believes that MASSBAY should consider. Any additional proposal structure must be submitted as a separate appendix and marked accordingly.

MASSBAY has hired Competitive Energy Services (“CES”) to assist in the procurement of its Natural Gas supply. Included in this RFP are facilities located at the Ashland, Wellesley and Framingham, MA campuses. MASSBAY and its campus are changing and growing. The RFP reflects these changes in the Contract Quantities specified for each bid structure and term. The information below provides Suppliers with a description of each facility, contract overview and term, specific details, load changes and timelines for the College.

NOTES:

· MASSBAY expects to contract based on the Contract Quantities provided on the Supplier Bid Form & Addenda Acknowledgment (see Attachment 7 to this RFP).

· Suppliers may choose not to bid for specific bid structures or products as they deem necessary. Future refreshes may narrow down the terms and products requested.

· For the Natural Gas RFP, MASSBAY is requesting pricing for the Central Steam Plant account # 5072622612, separate from the other 8 accounts listed on the supplier bid form as well as an aggregate of all accounts.
